JORNContra DIRECTOR ,.,..}} Social Service Department CLJJIa DATE; September 9, 1986 SUBJECT; AB 1733 FISCAL YEAR 1986-87 CONTRACTS SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of the Social Service Department to approve and sign AB 1733 contracts for FY 1986-87 as follows: Payment Contract # Contractor Service Limit 20-463-7 We Care Society, Inc. Child Care for Infants/ $28,682 Young Children at Risk 20-464-7 Child & Family Therapy Center Sexual Abuse Treatment 84,586 for Child and Family 20-466-7 Early Childhood Mental Health Therapeutic Nursery School 68,740 20-467-7 Family Stress Center Respite Care 30,440 FINANCIAL IMPACT AB 1733 funds are 1009 State monies. Contractors must provide a 10% match, but there is no County match. In addition to the funding for contracts, the County receives 5% of the total State contract for administration. BACKGROUND On February 11, 1986, the Board of Supervisors decided to continue contracting with the current providers rather than rebid AB 1733 contracts and authorized the Director of the Social Service Department to negotiate contract renewal. In order to avoid a break in service, the Board authorized (on June 3, 1986) two-month contract extension agreements. The extension was necessary as we were awaiting notification of the FY 1986-87 allocation and also had to get approval of the State-mandated contract format revisions. Although there was no State COLA for FY 1986-87, there is $10,834 to be redistributed from money that was allocated to Rape Crisis Center last year for five months of operation under AB 1733 funding. The Social Service Department Director has recommended that this money be distributed in equal shares to the remaining four contractors since each has been providing services over and above their contract, and each has need of the additional funds. The same distribution formula was used last year and is acceptable to the contrac- tors. The additional funds from the equal distribution of the $10,834 has been included in the contract payment limits as set forth in the recommendations above. CONSEQUENCES OF NEGATIVE ACTION These needed services would be terminated.
