SUBJECT: Opposing Powerline in East County
Supervisor Tom Torlakson presented to the Board a resolu-
tion declaring opposition to a proposed East Contra Costa County
route of the California-Oregon Transmission Project' s 500 KV powerline.
IT IS BY THE BOARD ORDERED that the aforesaid resolution
is REFERRED to the Community Development Department for review and
report to the Board.

WHEREAS, a 500 KV transmission line . is proposed for far
eastern Contra Costa County, which includes Jersey Island, Hotchkiss
Tract, Veale Tract, Knightsen, and Byron/Discovery Bay, areas by the
California-Oregon Transmission Project;
WHEREAS, the proposed line will have detrimental impacts on
human, biological, visual, and recreational resources, as well as on
agricultural and planned development lands in Contra Costa County;
WHEREAS, the benefit of such a line to the citizens of far
eastern Contra Costa County, and the need for such a line by the
citizens of California has not been demonstrated;
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County
Board of Supervisors firmly opposes the proposed 500 KV transmission
line in the far eastern Contra Costa County area, and supports PROPP
(Positive Resolution of Powerline Problems) in its resistance to this
powerline..

Positive Resolution Of Powerline Problems

PROPOSED 500,000 VOLT POWERLINE OPPOSED BY EAST COUNTY
RESIDENTS
A coaltion of 20 diverse interest groups, including
farmers and environmentalists, have banded together in far
eastern Contra Costa County to oppose a 500 kv powerline
route through the area, proposed by the California-Oregon
Transmission Project (COTP) .
The east county coalition, which has named itself
Postive Resolution Of Powerline Problems (PROPP) , is
sponsoring a meeting Wednesday evening at 7:30 p.m.at the
.Delta Community Service Center in Brentwood where questions
can be asked of the powerline' s proponents from COTP.
Last week State Assemblyman Phil Isenberg and State
Senator Dan Boatwright issued a joint statement opposing the
powerline routing in east Contra Costa County and calling for
a public meeting fo'r the citizens of the area.
PROPP has retained attorney Zach Cowan of San Francisco
who recently helped the small community of Clyde to defeat a
proposed massive appartment development. Constance Brady, an
architect, is PROPP' s chair.

Dear Mr. Olsen,
P.R.O.P.P. , which was officially established late last
month, represents a broad coalition of eastern Contra Costa
County agencies, municipalities, and residents. Our
organization was formed to work actively against the
construction of high voltage transmission lines in our area.
The steering committee consists of representatives from
the following organizations:
Byron School District
City of Brentwood
Byron Sanitary District
Discovery Bay Builders
Reclamation District 799
Reclamation District 2065
Bethel Island` Municipal
Improvement District
Byron Chamber of Commerce
Bethel Island Chamber of
Commerce
Bethel Island Golf Course "
Knightsen Community Council
Bethel Island Area Association
as well as individuals representing both small and large
farming operations, a management consultant, an area planning
commissioner, and an architect/plannor.
At our last meeting, the steering committee directed me
to write to you and inform you that P.R.O.P.P. is opposed to
any new high voltage transmission. lines anywhere in - the east
Contra Costa County area.
The eastern Contra Costa area is the main access point

to the Sacramento-San Joaquin Delta for residents of the San.
Francisco Bay Area. There are established recreational
facilities, existing and planned schools, precious farming
and grazing land, and existing and planned urban-density
housing projects in this area. These constraints and others
mentioned in a report sent to you on July 2, 1986 (Draft
Analysis of Routing Problems, by the BIAA Transmission Line
Subcommittee) should in themselves preclude construction of
the transmission lines. However, the environmental
subcommittee of P.R.O.P.P. is continuing to gather more
information about detrimental environmental impacts of the
proposed lines with the cooperation of the Sierra Club and an
attorney specializing in environmental concerns.
