SUBJECT: Proposed Ordinance to Prohibit
Cigarette Advertising
Supervisor Tom Powers brought to the attention of the
Board a proposed ordinance to prohibit the advertising of cigarettes
on advertising display signs.
IT IS BY THE BOARD ORDERED that the proposed ordinance to
prohibit the advertising of cigarettes is REFERRED to County Counsel
and the County Administrator for review and report to the Board.

PROPOSED ORDINANCE TO PROHIBIT THE ADVERTISING OF CIGARETTES
ON ADVERTISING DISPLAY SIGNS
Cigarette Advertising Display Signs Prohibited.
(a) The Board of Supervisors hereby finds and
declares:
The health of the residents of Contra Costa County is a
primary concern of the County of Contra Costa. Cigarette
smoking is a certifiable danger to health. By smoking
cigarettes, or being exposed to second-hand smoke, people
inhale various chemicals including, for example,
formaldehyde, ammonia, tar, nicotine, and carbon monoxide.
The Surgeon General of the United States has declared that
cigarette smoking causes lung cancer, heart disease, and
emphysema, and that smoking by pregnant women may result in
fetal injury, premature birth, and low birth weight. In
1985 , the Board of Supervisors of Contra Costa County
adopted an ordinance pertaining to banning cigarette smoking
in specified public places. The county of Contra Costa, as
part of its efforts to protect the public health and welfare
of its residents, wishes to discourage the stimulation of
the need or desire to smoke cigarettes. To this purpose the
County intends to prohibit the display of cigarette
advertisements on advertising display signs in the County.
(b) No person, firm, corporation, partnership or other
organization shall place in any manner, or cause to be
placed in any manner, any advertisement for cigarettes on
any advertising display sign in the County of Contra Costa.
(c) "Advertising display sign" shall mean any rigidly
assembled sign, display or device permanently affixed to the
ground or permanently attached to a building or other
inherently permanent structure constituting, or used for,
the display of a commercial or other advertisement or which
otherwise directs attention to a product to the public.
