SUBJECT: Hearing on applications filed by Pacific RIM Development
Corporation for an amendment to the San Ramon Valley Area
General Plan 05-SR-85) , to rezone land (2653-RZ) , appro-
val of Development Plan 3061-85, and approval of a minor
subdivision tentative map (MS 84-85) in the San Ramon
area.
This being the time heretofore noticed by the Clerk for
hearing on recommendation of the San Ramon Valley Area Planning
Commission on the application of Pacific RIM Development Corporation
for an amendment to the San Ramon Valley Area General Plan for 55
acres and application to redesignate the area from Single Family
Residential High Density to offices, retail/commercial and Multiple
Family Residential High Density for the purpose of developing a
planned unit development consisting of approximately 16.24 acres of
offices and retail/commercial business uses and 808 multiple family
residential units, from an existing Planned Unit District (P-1 ) to a
separate Planned Unit District (P-1 ) to accommodate such development
(2653-RZ) , and approval of a Final Development Plan (3061-85) and
approval of a minor subdivision/tentative map (MS 84-85) to sub-
divide the site into three parcels to facilitate the requested deve-
lopment plan approvals in the San Ramon area;
Harvey Bragdon, Director of Community Development,
described the property and advised that the final Environmental
Impact Review has been certified by the San Ramon Valley Area
Planning Commission as adequate and complete and has been prepared
and processed in compliance with CEQA and State and County CEQA
guidelines;
The Chairman opened the public hearing. The following
people appeared to speak:
Sanford Skaggs, P .O. Box V, Walnut Creek, representing
Pacific RIM Corporation;
Mary Lou Oliver, 2222 Camino Ramon, .San Ramon, repre-
senting the City of San Ramon, presented the remarks of Mr. John
Meakin, 3264 Vallejo Place, San Ramon, on behalf of the City of San
Ramon;
Barry Nudelman, 10037 Nantucket Drive, San Ramon, repre-
senting San Ramon Homeowners Council;
Rick Harmon, 2222 Camino Ramon, San Ramon, City of San
Ramon Councilmember;
Bill Sullivan, 3301 Eareto Drive, San Ramon.
Sanford Skaggs spoke in rebuttal.
Supervisor Torlakson suggested that this project be
required to participate in a countywide policy on police services.
Supervisor Powers commented that he felt that suggestion
inappropriate due to the fact that the project would be annexing to
the City of San Ramon in the near future, and the City would be pro-
viding the police services.

Supervisor McPeak expressed concerns including the
Transportation Systems Management for this project.
The Chairman closed the public hearing.
Supervisor Schroder commented that he had concerns
including the beneficial and adverse effects of the additional 40
units and the issue of three stories. Supervisor Schroder moved
deferring decision on this matter for one week to have the oppor-
tunity to consider all the testimony given, and concerns raised.

SupervisoriTorlakson seconded the motion stating that he
assumes that the questions of trip mix and trip absorption, and TSM
could be looked at. '
. Supervisor Fanden stated that she found this project
exciting because of the child care center and library provided.
IT IS BY THE BOARD ORDERED that the hearing on the pro-
posed general plan amendment, the rezoning, the final development
plan and tentative subdivision map is closed with written comments
to be accepted until September 19 , 1986 and decision is DEFERRED to
September 23, 1986 on' the determination calendar.
