SPECIFIC REOUEST(B) OR RECOMMENDATION(B) • BACKGROUND AND JUSTIFICATION RECOMMENDED ACTIONS 1. Accept report on status of Clean Streets Program and the need to participate in the Central County Narcotic Enforcement Team. 2. Approve the P-300 #14032 classifying one full-time Deputy .Sheriff position at salary level C5-1626 ( 2309-2806) and one I. full-time clerk-experienced level position at salary level C-5-181 ( 1339-1628) . 3 . Approve the Associate Appropriation and revenue adjustment # (AP00-5012 and RA005012) . FINANCIAL IMPACT The cost of the Deputy Sheriff will, by contract, be fully charged to the cities of Danville and San Ramon. The cost of the clerk will be shared by participating agencies. The County' s participation will include use of one of the existing authorized investigative personnel. The total cost to the Sheriff ' s Department will be approximately $4,000. 00 . This amount will come from the Sheriff 's existing 1986-87 budget. REASONS FOR RECOMMENDATION Narcotics and drug abuse is the most prevalent problem in this County and Country today. Drug abuse must be fought on all fronts, using the total spectrum. of tools available to Law Enforcement today. Clean Streets modeled after the Oakland/Alameda program was purposely placed in the Richmond area to combat the growing overt street/drug problem similar to Oakland' s. Clean Streets is making valuable and meaningful inroads into the curtailment of street crime/drug dealings in the West County. They must remain to continue that effort so the value of their existence is not lost to the West County Communities. Now, the narcotic and drug abuse problem in Central County must be met with a consolidated and organized multi-jurisdictional approach'. The State of California and the Chiefs of Police of Walnut Creek, Concord, Martinez, Pleasant Hill, Danville, and San Ramon unanimously are of the opinidn that a Central County Narcotic Enforcement Team is the best law enforcement tool given the population, close proximity, and the demographics of the Central County. Unlike the street dealings of Richmond or Oakland, the sales of drugs in the Central County is covert or underground, requiring different investigative methods and Clean Streets is not the answer. BACKGROUND Drug sales and abuse has long been given a priority by the private and political community. Commitments to combat drugs have been accepted as a responsibility of the schools, medical community, private organizations, and law enforcement. After assessing needs and crime trends, the fight against crime and drugs takes many forms. As stated in West County its Clean Streets; East County is the Drug Suppression in the School and Rural Crime Suppression and, now in Central County, the Narcotics Enforcement Team. The purpose is to combine respective investigative services and/or resources for the enforcement of controlled substances laws in Central County. The team will be under the direction of the California Department of Justice. A .governing board will be established represented by the department head or designee from each participating agency, and the District Attorney. This team will combat narcotics with the most appropriate method for this area; covertly with undercover narcotic agents from all the participating agencies with the State of California being directly involved in total operation. This first-time effort of a State/city/County cooperative effort was recommended and approved by the State of California and all the cities of Central County. CONSEQUENCES OF NEGATIVE ACTION: Failure to approve the positions would prevent the cities of Danville, San Ramon, and the Sheriff from participating in this program This would jeopardize the entire project and limit the ability of County law enforcement to address drug related programs in our County.
