1 . RECO14MM DATION
A. ACKNOWLEDGE RECEIPT of Pacific Bell proposal dated June 13 , 1986 ,
for Countywide Enhanced Digital Centrex' Service.
B. AUTHORIZE General Services Director to negotiate a satisfactory
.agreement (contract) with Pacific Bell.
C. AUTHORIZE General Services Director to sign the agreement
(contract) for Contra Costa County subj".e:ct" to CAO approval.
II . REASON FOR RECONEMMATION/BACKGROUND:
Beginning in 1975 , the County phased out the four manual telephone
exchanges staffed by approximately 22 operators, and replaced that
system with Centrex and Dimension services with a staff of six,
including operators. This change was cost effective and appropriate
to reduce the growing need for operators and other staff and for
County building space to accommodate staff and equipment.
In 1983 , your Board authorized .a consultant to study the County' s
telecommunications needs and to recommend a course of action and a
financial assessment of the feasibility of a new, more modern,
Countywide telephone system with data transmission capabilities.
That study did show that a new generic system was feasible, but it
would have required more engineering studies, designs, and
preparation of bid orproposal documents at significant cost and
time. Financing would have been accomplished through a combination
of current funds and deferred financing. Proceeding with the
consultant' s recommendations did—not seem financially feasible at
that time due. to the high interest rates --and—the County' s financial
position. Also, the technical offerings in telecommunications were
changing so rapidly that there was fear of obsolescence before the
system could be made operational and of difficulty in meeting further
changes in the County' s needs.

The current proposal by Pacific Bell meets the 'requirements
of the County by providing:
o Four-digit County office-to-office dialing.
o Toll-free interoffice calling.
o Toll-free calling to most County areas .
o Data transmission capabilities.
o Detailed magnetic tape billing.
o Increased toll-free calling for more areas in the County, and
relatively level cost for in-County telephone calling over a
ten-year period.
o Nearly 100 telephone user features.
o In-house ability to make routine moves and. changes in the
network.
o Little or no on-premise wiring or changes.

o All network features with simple telephone instruments.
o A system that should serve the County' s needs for at least ten
years
o A modern system that will not require any County capital outlay.
III . FINANCIAL IMPACT:
A current toll study and review of existing costs indicates that
$107 , 119 per month is being spent on the present system. The
proposed system will cost $79,417 a month, plus . an estimated monthly
increase in California Access Line Charges (CALC) charges of $3 , 695 .
This would generate savings of $24,088 per month, or $288 , 096 per
year.
The foregoing savings are a best estimate of the hard dollars to be
saved by entering into a contract for the proposed system. There are
also many intangible benefits such as easier. use by .employees , better
control over employee use, data transmission capabilities to meet
anticipated needs without dedicated lines, and other minor benefits .
IV. CONSEQUENCE OF NEGATIVE ACTION:
This proposal by Pacific Bell offers a very easy opportunity for the
County to move into a more modern telephone networking system. Staff
has spent a considerable amount of time in reviewing existing costs
to provide a comparison of the present cost versus the cost of a
better service through the proposal by Pacific Bell. If the proposal
is not accepted and time goes by, it will be difficult to tell what
the relative costs between the existing system and any proposal will
be without doing another study of ongoing toll costs.
The alternative to accepting this proposal is to hire a consultant to
re-analyze our system and needs and to provide design services ,
bidder proposal preparation, and installation supervision at
considerable cost and over a long period of time. Proceeding in such
a manner undoubtedly will involve considerable capital funding by the
County with �no guaranteed savings and possible failure of the system
to perform• as anticipated.
