REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation:
Adopt a position of support for AB 3696 (Bates) or any other
legislation which provides an adequate cost-of-living adjustment for
Schild day-care programs.
Background:
All State Department of Education programs, other than child day
care, received a 5. 49% cost-of-living adjustment in the 1986-87
State Budget. The Legislature compromised on a 3 .16% adjustment
for child day-care programs, which was. reduced by the Governor to
1%.
Assemblyman Tom Bates is apparently prepared to amend AB3696, which
currently deals with a related child-care issue, to increase the
child day care cost-of-living adjustment to the 5 . 49% which all
other State Department of Education programs received.
The Contra Costa Children' s Council has asked the Board of
Supervisors to support AB 3696 and their efforts to secure this
increased cost-of-living adjustment. Contra Costa County receives
$604,000 in child day-care funds, so any increase in the
cost-of-living adjustment will be of direct benefit to the County.

AB 3696 is scheduled to be heard in the Senate Appropriations
Committee on Monday, August 11, 1986.
