SUBJECT: Channel Maintenance Agreement - Walnut Creek Channel (7520-688508)
SPECIFIC REQUESTS OR RECOMMENDATIONS A BACKGROUND AND JUSTIFICATION
1. Recommended Action: As the Governing Body of the Contra Costa County Flood
Control and Water Conservation District, APPROVE Soil Excavation Agreement for Walnut
Creek Channel Maintenance with Double D Transportation Company, and AUTHORIZE the
Chief Engineer to sign the Agreement on behalf of the District.
2. Financial Impact: The Agreement commits the District to pay the contractor $2.50
per cubic yard for the removal of between 5,000 and 50,000 cubic yards of silt material
from the Walnut Creek Channel . The fund source is Flood Control Zone 3B.
3. Reasons for Recommendations: Informal bids were recently solicited in an attempt
to sell the material in place. No positive bids were received. All bids were rejected,
the lowest being $3.00 per cubic yard. Subsequent to the rejection of the bids, the
contractor advised he had an immediate need for the material and would take a lesser
amount at a lower price. Maintenance of the channel requires that this material be
removed and it appears the best price to the District can be achieved in cases like
this where immediate commitments can be made when the material is wanted. The District
intends to contract for the removal of the material on a first-come, first-served
basis at $2.50 a yard to any qualified excavator until the 1986 quota is replaced.
4. Background: The cost to remove the silt material from the Walnut Creek Channel
was approximately $4.00 per cubic yard in 1985. While no positive bids were recently
received for the same work, the lowest non-conforming bid was $3.00 cubic yard .
Contracting to remove the material on an as needed basis at $2.50 cubic yard offers a
considerable savings to the District over historical costs.
5. Consequences of Negative Action: If the award is delayed, there is a risk that
the material will 'not be in demand when the District wishes it removed. This
would result in an increased cost to the District. Since the amount to be re d is
substantial , the cost increases could be substantial .
