MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: August 5, 1986 SUBJECT: Cooperative Agreement With State for a Demonstration Project on the George Miller Jr. Bridge (Benicia Bridge). Specific Requests or Recommendations 8 Background & Justification RECOMMENDATION It is recommended that the Board of Supervisors: 1 . Approve and authorize the Chair to execute a cooperative agreement with the State to provide for a demonstration to determine if the elimination of tolls on the George Miller Jr . Bridge (Benicia-,Bridge) will provide relief to the congestion problems on the bridge. 2. Authorizecan advance from General Funds in the Public Works budget an amount of $5 ,000 to be deposited with the State as our share of the demonstration project, and 3. Direct the Public Works Director to coordinate with Solano County to insure that funds from both Counties will be deposited with the State by August 12, 1986. FINANCIAL IMPACT None, the local contribution comes from private donations. REASONS FOR RECOMMENDATION/BACKGROUND A task force of the private sectors, the Counties of Contra Costa and Solano and the Cities of Martinez and Benicia has been working with the State to find ways to solve the congestion problems on the George Miller Jr. Bridge (Benicia Bridge) . As part of this effort, a demonstration project is planned for August and September. The project will be a suspension of toll collection during the peak travel periods on two Fridays . This will allow the State to determine if the elimination of toll will relieve the traffic congestion on the bridge. Both Solano and Contra Costa County agreed to raise $5,000 each to repay the State for the lost revenue. Contra Costa County' s share will come from private donations. Almost all the funds have been collected and will be presented to the Board of Supervisors on August 1.9, 1986 . The cooperative agreement with the State requires us to send in the funds by August 12, 1986, making it necessary for the County to make an advance from General Funds to bridge the I week gap. CONSEQUENCES OF NEGATIVE ACTION The demonstration project will not be able to go forward and will set back needed modifications to the bridge by years.
