CONTRACTS AND GRANTS SPECIALIST II
DEFINITION:
Under supervision, to develop and process purchase of service contracts
between County departments and private firms or other governmental agencies; to
analyze and evaluate government-prepared contracts and grant funding applications;
and to do other related work as required.
DISTINGUISHING CHARACTERISTICS:
This is the top working level class in the contracts and grants series.
Positions in this class are responsible for providing technical assistance and staff
support to the Human Resources Director and departmental administrative and program
staff in preparing and processing grant applications, state and federal contracts,
and purchase of service contracts for Board of Supervisors' approval . This class
is distinguished from Contracts and Grants Specialist I in that the latter is the
entry level class in the contracts and grants series in which appointees receive
training and experience in contracts and grants work. Positions in this class may
provide lead work direction to less experienced staff members engaged in contracts
and grants activities.
Employees in this class are assigned to the Contracts and Grants Unit
of the Human Resources Agency.
TYPICAL TASKS:
Interviews department and contractor's staff regarding contract and
program elements; negotiates specific contract terms with contractors; prepares
the contract service plan which is a precise and comprehensive written description
of each contractor's obligation; ensures that each contract contains all necessary
conditions including insurance statements, state and/or federally mandated require-
ments, client eligibility specifications, and payment schedules; submits contract
drafts to County Counsel , Auditor-Controller, user department, and contractor for
review and approval as needed; prepares formal extensions and amendments to existing
contracts; reviews pertinent state and federal programs and regulations which impact
upon contracted services to ensure compliance -in new or renewed contracts; analyzes
and evaluates state and federal contracts and grant applications prepared by depart-
ments and conveys findings to the departmental administrative staff; analyzes and
evaluates government contracts and grants to ensure the inclusion of all required
elements and to determine if language is clear and comprehensive; prepares a
succinct description of the contract or grant program in the format of a Memoran-
dum of Recommendation and Board Order and submits it along with the contract, grant
applications, or government grant for approval ; ensures that contracts are submitted
to appropriate state and federal agencies for required approvals as needed; prepares
memos, letters, and reports on specialized programs; develops standardized contract
formats and submits for approval ; maintains contract files in accordance with County
policy and government regulations; provides consultative services regarding contract
matters; attends staff meetings; may provide work direction to subordinate staff.

MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator's License.
Education: Possession of a baccalaureate degree from an accredited college
or university.:
Ability to learn and apply contract/grant preparation principles and
techniques; ability to speak and write clearly, concisely and accurately in identify-
ing and describing contractural technical procedures, service delivery methodology,
and billing procedures; ability to read, comprehend, . interpret and apply provisions
of federal , state and local legislation and regulations pertinent to contractural
agreements for services; ability to analyze and evaluate human services programs,
contracts, budgets, grant proposals and government grants; ability to establish and
maintain good working relationships with various stafr in County departments.

License Required: Valid California Motor Vehicle Operator's License. f
Education: Possession of a baccalaureate degree from an accredited
college or university. .
Experience: Two years of full-time experience in analyzing, negotiating
and writing contracts for human service programs.
Knowledge of human service programs; knowledge of contract preparation
and negotiation; knowledge of proper contract format and legal language used
in contracts; working knowledge of governmental regulations which impact upon
contracted services; working knowledge of county, federal and state governments,
and general administrative structure and processes; ability to speak and write
clearly, concisely and accurately to identify and describe technical procedures,
service delivery methodology, and billing procedures; ability to read, under-
stand, interpret and apply provisions of federal , state and local legislation
and regulations pertinent to contractual agreements for services; ability to
establish a good working relationship with various staff in all County departments;
ability to use communication skills and techniques required for contract negotia-
tions; ability to analyze and evaluate contracts, budgets, grant proposals and
and government grants; ability to direct the work of others.
