SUBJECT: Certificate of Commendation to Harold E. Wight
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
AUTHORIZE the Chairman of the Board of Supervisors to execute a Certificate of
Commendation to Harold E. Wight for being selected as Airport Manager of the Year by
the California Association of Airport Executives.
II. FINANCIAL IMPACT:
None
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The CAAE was founded in 1947 with the purpose of bringing together all persons
representing public-use airports as well as persons interested in and working for the
general benefit of aviation. Annually an executive member of CAAE is recognized for
his/her notable achievements for the past year.
Hal Wight was selected by the CAAE as their Airport Manager of the Year for his
energetic leadership role in Aviation for Contra Costa County.
Among Hal 's many contributions, the CAAE Selection Committee listed the following as
representative of his achievements:
Hal shepherded the preparation and adoption of a masterplan for a new
airport to serve East Contra Costa County. This included site selection ,
approval of full environmental documentation, and authorization to apply
for federal and state funding.
Hal handled high levels of media and public attention focused on the
Airport following the tragic Sun Valley Mall accident two days before
Christmas. A major aircraft accident such as this taxes the resources of a
large airport staff; without excellent management it could have easily
overwhelmed Hal 's limited resources.

Hal coordinated the introduction of Pacific Southwest Airlines service to
Concord. The normal complexities of accommodating a new class of airline
service were compounded by timing of the Mall accident. PSA's start up was
delayed and additional Safety and Environmental Impact Studies were required.
Hal coordinated the preparation and approval of these studies in record time
thereby preserving PSA's service interest and subsequent start of scheduled
service.
Hal has managed nearly $7.0 million in airport improvements and construction
over the past year including runway overlays, security fences, taxiway
reconstruction, apron construction, and a massive seal coat/pavement restor-
ation project.
Hal has aggressively protected the Airport's airspace in the face of numerous
proposed high-rise buildings. His efforts have been complicated by multiple
jurisdictions surrounding the County-owned airport. The City of Concord,
for example, is currently one of the five fastest growing cities in the
U.S. In spite of all the development pressure, Hal has done a fine job of
coordinating with and educating the various jurisdictions that impact the
airport.
