SUBJECT: Potential Loss of State Funds for the
County' s Medically Indigent Adult Program
Supervisor Sunne McPeak referred to the budget of the
Health Services Department and the loss of State funds (estimated to
be over $1 million) for the County' s Medically Indigent Adult (MIA)
Program. She noted that the legislature has recommended an alloca-
tion of $50 million to fund the MIA Program and expressed concern
that the Governor will delete this expenditure from the State budget.
Mark Finucane, Health Services Director, advised that loss
of these funds will result in program reductions and layoffs.
Henry L. Clarke, General Manager, Contra Costa County
Employees Association, Local 1 , commented on how this loss of funds
would negatively impact on the poor. He also noted that the layoffs
would include employees his union represents.
Supervisor McPeak recommended that the Board take the
following actions:
1 . Authorize the Chairman and County Administrator to
send telegrams to the Governor, Assembly Speaker and President Pro
Tem, requesting that $50 million be restored to fund the MIA Program;
2 . Authorize the County Administrator to notify the
County' s legislative delegation that if funding for the MIA Program
is not resolved, the County will begin layoff procedures and hold
public hearings which they will be requested to attend to explain
their inability to fund that program;
3 . Request the County Administrator and County Counsel to
review the feasibility of initiating legal action against the State
for not providing the required level of funds for mandated programs,
and particularly the MIA Program;
4 . Authorize the County Administrator to explore the
option of developing legislation requiring the State to assume total
responsibility for the MIA Program; and
5 . In the event of failure to receive funding, authorize
the Health Services Director to cancel payment to private providers
of health care rendering emergency services to the MIA population.
IT IS BY THE BOARD ORDERED that the recommendations of
Supervisor McPeak are APPROVED.
