The Board having approved, by its Order dated July 5,1977,
the submission of Grant Application #29-232 to the U.S. Environmental
Protection Agency requesting federal grant funding for the County
Health Department to conduct a two-year project entitled "Epidemio-
logical Study of the Incidence of Cancer as Related to Industrial
Emissions in the Heavily Industrialized Parts of Contra Costa County,
and further on October 25 , 1977 the Board executed Grant Agreement
#29-232-1 with the U.S . Environmental Protection Agency (EPA Grant
#R805551010) providing $126 , 884 in federal grant funding. It is by
the Board Ordered that it's Chairman is authorized to execute
amendment !No. 1 to said agreement which increases the total amount
by $1,500Ito a total of $128 ,384 .

submission of Grant Application X129-232 to the U. S. Environmental Protection
Agency requesting federal grant funding for the County Health Department to
conduct a two-year project entitled "Epidemiological Study of the Incidence
of Cancer as Related to Industrial Emissions in the Heavily Industrialized
Parts of Contra Costa County," IT IS BY THE BOARD ORDERED that its Chairman
is AUTHORIZED to execute Grant Agreement 429-232-1 with the U. S. Environmental
Protection Agency (EPA Grant #R805551010) providing $126,884 in federal grant
funding for the first year of said project to be operated during the term
from November 1, 1977 through October 31, 1978, and under terms and conditions
as more particularly set forth in said Agreement.

a. General Conditions:
'Hie grantee covenants and agrees that it will expeditiously initiate and timely complete the project work for which
assistance has been awarded under this grant,in accordance with all applicable provisions of 40 CFR Chapter 1, Sub f art
B. The grantee warrants, represents,and agrees that it,and its contractors,subcontractors,employees and representatives,
will comply with: (I)all applicable provisions of 40 CFR Chapter L Subchapter B, INCLUDING BUT NOT LIMITED
TO the provisions of Appendix A to 40 CFR Part 30.and (2)any special conditions set forth in this grant agreement or
any grant amendment pursuant to 40 CFR 30.425.
b. Special Conditions:
1. Quarterly progress reports will be submitted to the EPA Project Officer. ''hese
reports shall cover work status, work progress , difficulties encountered , and
preliminary data results and evaluations during the reporting period, remedial
actions taken., and a statement of activity anticipated during the subsequent
reporting period, including a description of equipment, techniques , and materials
to be used or evaluated. The report shall also include any changes of key
personnel concerned with the project and a discussion of expenditures.
2. Tnis award is subject to downward adjustment only upon completion of a cost anal—
ysis by the Washington Cost Advisory Office, Contracts Management Division, EPA. .
3. This award is subject to the requirements of 40 CFR Part 33 , dated February 8 , 1977
(copy attached). !

Project: To conduct an "Epidemiological. Study of the Incidence of Cancer
as Related to Industrial Emissions in the Heavily Industrialized
Parts of Contra Costa County"
The Health Department's memo by Allan Leavitt, dated October 11, 1977, is
attached to provide an outline of the first-year grant.
The application for this project grant was approved by the Board of Supervisors
on July 5, 1977 (see attached Board Order) , and EPA has now awarded the grant
to the County (see 9/27/77 EPA award letter, copy attached) .
This Grant Agreement has been reviewed and approved as to legal form by the
Office of the County Counsel.
As indicated in the EPA award letter, the Grant Agreement must be executed by
the Board on 10/25/77 and received by EPA in Washington by 10/28/77 (the three-
week deadline from 10/7/77) , otherwise the grant will be automatically withdrawn
by EPA.
I therefore recommend that this Grant Agreement be approved and executed by the
Board and request that you present my recommendation to the Board with your
endorsement for approval at their next meeting on Tuesday, October 25, 1977.

5. The total project budget for the first year is $ 153,098. The breakdown is
as follows: $ 126,884 (83%) Environmental Protection Agency

6. The project is a two year project. The funding percentages are expected to
remain the same. The funding for the second year is expected to be $ 141,128
in Federal Funds and $ 27,524 in Colony Matching Funds.
7. Budget Summary is attached. The grant application contained a request for
$ 1,500 for equipment which was denied in the grant award.
8. The administration of the project will be the responsibility of Dr. Hesse,
Assistant Health Officer. The project will require the additional positions of:
a. Epidemiologist $ 24,000
b. Intermediate Typist Clerk 10,200
The Epidemiologist may be a temporary position or a. consultant. There will be
a subcontract required with the State Department of Health for collection of data.
9. The study will meet the needs for establishing the cancer morbidity and mortality
trends in the heavily industrialized and less industrialized residential segments
of the county. This study will-also meet the need for evaluating the occupational
and industrial exposure trends in cancer incidence cases in Contra Costa County.
The objectives of this study in general will also satisfy the needs of the
residential and medical communities in Contra Costa County and other interested
groups or individuals who repeatedly expressed their concerns about the environ-
mental-cancer incidence relationship in this County.

The first year of the project will require the hiring of two staff persons in
project positions (an epidemiologist and a clerk typist) to work for the two-
year duration of the study, supported entirely under federal grant funding.
The first year also calls for two purchase of service contracts, one .for
$42,336 with the California State Department of Health to provide technical,
analytical, and professional consultative services to correlate epidemio-
logical data on the incidence of tumors in Contra Costa County, and the other
for $28,300 with the. Bay Area Air Pollution Control District to provide
chemical and other scientific analytical services on 'air pollution.
The 'second year of the. project will only require the hiring of one part-time
research assistant in a federally-funded project position, as well as continuing
the two above positions. This second year also calls for the two contracts to
be renewed: $45,000 for the State Department of Health to provide continued
technical assistance and data analysis and to conduct an interview study of
1,000 County patients, and $28,300 for the Bay Area Air Pollution Control
District to provide continued scientific services.

In addition, the proposed project will also require the County to contribute
an in-kind match of staff time and office services which amountsto a portion
of the regular time of existing County personnel (e.g. , the County Health
Officer) , valued at $26,214 for the first year and $27,524 for the second
year. This contribution of County resources represents. no new or additional
costs for the County.
I therefore recommend that this grant application be approved by the Board
for submission to the U.. S. Environmental Protection Agency, and request that
you present my recommendation to the Board with your endorsement for approval
at their next meeting on Tuesday, July 5, 1977.

Grant Application #29-225 for a Study
of Cancer Related to Industrial
Emissions in Contra Costa County
The Board having considered the recommendation of the County
Health Officer regarding Grant Application #29-225 for submission to the
American Cancer Society (Grantor #B-177) requesting $112,360 in grant
funding for the County Health Department to conduct a Two-Year "Epidemiological
Study of the Incidence of Cancer as Related to Industrial Emissions in the
Heavily Industrialized Parts of Contra Costa County," as more particularly
set forth in said Grant Application,
IT IS BY THE BOARD ORDERED that said Grant Application is APPROVED
for submission to the- American Cancer Society by Dr. Orlyn Wood.
PASSED BY THE BOARD on November 9 , 1976.
