SUBJECT; STATE SUPPORT FOR ABANDONED VEHICLE ABATEMENT PROGRAMS WU SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Direct the County Administrator to send letters to the County' s State . . .Legislative Delegation requesting support for introduction of proposed legislation to reactivate the statewide Abandoned Vehicle Trust Fund. 2. Direct County Administrator arid Director of Building Inspection to prepare Request for Proposal'-fot abandoned vehicle towing services: BA&GROUND c On August 18, 1986,` ;our Committee received a verbal status report from the Director of Building Inspection on implementation of the Board' s recently adopted ordinance delegating to the Building Inspection Department the . responsbility'for administering the County' s Abandoned Vehicle Abatement Program. The department ..,is currently developing forms and procedures necessary for implementation of the program. The department is determining what . cost will be incurred in operating this program. The Committee discussed the . fact that in 1971, the California State Legislature estab- lishedthe Abandoned Vehicle Trust Fund which provided allocations to cities and counties for administration of abandoned vehicle abatement programs. . The fund derived its resources from a one-time surcharge of $1.00 imposed on vehicle registration renewal and weight fees levied during the 1973 calendar year. , During the last year, the County utilized $10,000 of Community Development Block Grant funds for operation of an abandoned vehicle abatement pilot program in _ the West Pittsburg area. A stable source of funding for such a program would allow localities to pursue vehicle. abatement more aggressively. It appears that the most practical way to derive the broad based funding required is to request the State legis.lature. .to reactivate a Vehicle Abatement Trust Fund. Implementation- of the' County' s abandoned vehicle abatement ordinance requires that the County engage the services of a tow company to undertake the removal .of vehicles. Our Committee discussed with staff the need to definel the services to be provided. The County Administrator and Director. of Building Inspection should work together to develop an appropriate request for proposal in order to solicit the tow service. CONTINUED ON ATTACHMENT: _ YES.
