SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Funding Application #29-332 for submission to the American Cancer Society California Division, Inc. in the amount of $29,113 for a fifteen-month Smokeless Tobacco Education Project for the period April 1, 1987 - June 30, 1988. II. FINANCIAL'IMPACT: Approval of this agreement by the American Cancer Society will result in $29,113 of funding for an Smokeless Tobacco 'Education Project. Sources of funding are as follows: $29,113 American Cancer Society 16;842 County in-kind share $45,955 Total Program Cost The County's in-kind share includes salaries and supplies already included in the Department budget. There will be no net increase of General Fund dollars for this program. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Chewing tobacco usage is rapidly growing throughout the County. Teachers and school administrators report a new trend by junior high and senior high school students using chewing tobacco rather than smoking tobacco. Chewing tobacco is as addictive and carcinogenic as smoking tobacco, yet it is commonly thought to be safe and harmless. A massive educational campaign aimed at students, as well as adults working with youth, is needed in this County to counteract and reverse this new tobacco dependency. The purpose of this application is to request American Cancer Society funding to implement a Smokeless Tobacco Education Project. . The goals of this project will be to work with the American Cancer Society, Contra Costa Dental Society, Parent-Teacher Association, Little League, schools and various community representatives to develop an educational package for use by school and the Little League. Additional objectives are to conduct outreach to community agencies and major employers to educate parents and adults working with youth about smokeless tobacco, increase media coverage about smokeless tobacco, and organize a community- wide effort to affect public policy in Contra Costa County.
