SPECIAL ENFORCEMENT PROGRAM BY CONTRA COSTA COUNTY SHERIFF'S DEPARTMENT
I . RECOMMENDED ACTION:
Authorize provision of $15,000 in Housing Authority funds to the Contra Costa
County Sheriff' s Department for continuation of the special drug enforcement program;
and, authorize the use of an amount not to exceed $4,000 from the $15,000 to be
provided for the purchase of video equipment by the Sheriff' s Department, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
In the preparation of the 1986-87 Housing Authority operating budget, funds
were budgeted and approved for the continuation of the Contra Costa County Sheriff' s
Department special drug enforcement program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On July 15, 1985 the Housing Authority provided the Contra Costa County
Sheriff' s Department with $15,000 to implement a special drug enforcement program for
the 1985-86 county fiscal year. On July 18, 1986 the Housing Authority received a
report from the Sheriff' s Department on the results of the special drug enforcement
program. In addition, the Housing Authority received a refund check from the
Sheriff' s Department in the amount of $12,514.94 in unexpended funds.
A total of 42 individuals have been identified, arrested, and/or criminal
prosecution started. A total of 18 persons have been charged with one or more
felonies, two persons charged with misdemeanors, and 22 other persons identified as
dealers, with criminal investigations continuing on these individuals.
In the past three years, this special drug enforcement program has been very
successful . It has reduced the amount of drug-related criminal activity in housing
developmlents located in the unincorporated areas of -the county serviced by the
Sheriff's Department.

For the 1986-87 county fiscal year, the Sheriff' s Department is requesting that
funds be provided by the Housing Authority to continue this special drug enforcement
program and that a video purchase be authorized at a cost not to exceed $4,000, and
at its Regular Meeting on Monday, August 18, 1986 the Advisory Housing Commission
voted to recommend provision of $15,000 in Housing Authority funds to the Sheriff' s
Department for continuation of the special drug enforcement program and to recommend
purchase of video equipment by the Sheriff's Department at a cost not to exceed
$4,000 from the $15,000 provided.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
the amount of drug-related criminal activity in housing developments located in the
unincorporated areas of the county serviced by the Sheriff' s Department would
increase sharply. Additionally, the Board of Commissioners would be acting in a
manner contrary to its position to provide safe housing for low-income families in
Contra Costa County.
