SUBJECT: RFP - Automated Mapping Feasibility Study v
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. Recommended Action: Approve the Request for Proposal for an
Automated Mapping and Geographic Database Management System
feasibility study. Appoint the Land Information Steering
Committee to coordinate the feasibility study and authorize
expenditures up to $30,000 for completion of the Study.
2. Fiscal Impact: Funds for Study are included in building
Inspection Departments' 1986-87 budget.
3. Feasibility Study Would Include:
-A cost benefit analysis.
-Interviews of departments to determine their needs and
review current mapping operations.
-Possible cost and data sharing with other agencies and
utilities, a public private partnership.
-Need for coordination of computerized mapping and
geographic data collection between County Departments.
4. Background: In 1986 the. Public Works Department purchased a
small Intergraph computerized mapping and drafting system. It is
currently being used to map newly created subdivisions and to do
project design drafting. Ideally, this system could be expanded
to become an integrated map and database for the entire County-
PG&E, -Cal
ounty.PG&E, Cal Trans, and EPMUD all have Intergraph systems.
An Automated Mapping System_ could also be connected to existing
databases such as the Land Information System, the Census
Bureau's DIME .file, or USGS maps. This integration of files would
allow retrieval of data to aid decision making related to Land
use. In addition departments could share maps electronically.
The effort required to maintain maps could be reduced.
To achieve the above benefits the County must plan for a
coordinated effort between County Departments and outside
agencies. The LIS Steering Committee has members from the large
mapping departments - Public Works, Assessor, and Community
Development. It seems that this committee should coordinate the
Feasibility Study.
