SUBJECT: Approve submission of Funding Application 429-333 to the Skaggs Foundation
SPECIFIC 'REQUEST(S) OR RECCMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED -ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Funding
Application #29-333 for submission to the Skaggs Foundation in the amount of
$12,068 for the period January 1, 1987 - December 31, 1987 for an Environmental
Health Education Program.
II. FINANCIAL IMPACT:
Approval of this agreement 'by the Skaggs Foundation will result in $12,068 of
funding for an Environmental Health Education Program. Sources of funding are as
follows:
$12,068 Skaggs Foundation
46,367 County in-kind share
32,168 Other Sources Unconfirmed (American Cancer Society/
San Francisco Foundation)
$90,603 Total Program Cost
The County's in-kind share includes salaries and supplies already included in the
Department budget. There will be no net increase of General Fund dollars for this
program.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On May 6, 1986, the Board of Supervisors adopted the Hazardous Waste Task Force
Report which called for the Department of Health Education to develop community
education materials and programs on environmental health issues. The Health
Services Department Prevention Program is, for the purpose of this request, the
Department of Health Education for Contra Costa County.
The purpose of this application is to request Skaggs Foundation funding to imple-
ment an Environmental Health Education Program. This program will further develop
the Environmental Health Coordinating Council, established in 1985 as a coalition
of community, industry, labor , and local government committed to the environmental
health education needs of Contra Costa County residents. The funding will be used
to coordinate the implementation of a community education campaign, design educa-
tional packages on various aspects of environmental health, increase community
awareness of risks and prevention measures available, and increase community
involvement in the problem-solving processaround environmental h lth issues.

This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
The Board Chairman should sign four copies of the application, three of which
should then be returned to the Contracts and Grants Unit for submission to the
Skaggs Foundation.
