HomeMy WebLinkAboutMINUTES - 08191986 - X.24 To: BOARD OF SUPERVISORS Contra 7z FROM: Supervisor Nancy Fanden Costa August 19 , 11986 DATE: to County Opposition to FEMA's Proposed Changes in Regulations SUBJECT: Relating to the Federal Disaster Relief Act of 1974 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That Michael Walford, Director of Public Works, draft a letter for the Board of Supervisors signature, to be sent to Senators Cranston and Wilson in opposition to the Federal Emergency Management Agency' s ( FEMA) proposed changes in regulations relating to the Federal Disaster Relief Act of 1974 . BACKGROUND: You will recall that in order to comply with reductions in Federal spending which will be required in 1987 , FEMA proposes to reduce the federal share of disaster assistance costs from 75% to approximately 50% of eligible costs. FEMA currently pays 750 of eligible costs . Under the new rules, state and local governments must pay 100% of all costs below the threshold amount -- in the case of California, this would be $28 million. A 75% federal-25% state and local cost-sharing ratio would apply for damage amounts between the first threshold and a second one.
