In order to promote greater wellness and reduce medical care costs,

flights to and from Contra Costa County.
BACKGROUND
The Contra Costa County Board of Supervisors has taken a leadership
role in efforts to reduce smoking and tobacco use. The current
positions by. the American Medical Association and National Academy
of Sciences to, among other things, banall advertising of tobacco
and prohibit smoking on airples deserve local support to promote
passage. The Contra Costa Health Coalition has adopted the above
position. Attached is a news release which summarizes the position.
Also attached areletters which communicate the position to the
appropriate parties.
The subsidy of smokers . by non-smokers in most insurance plans is
as much as $100 per year. The Contra Costa Health Plan could
develop a marketing strategy for non-smokers and smokers who quit
that could be very attractive to prospective members.

1985 its members joined the Smoking Education Coalition in
securing passage of ordinances regulating smoking in all the
cities and the unincorporated areas of Contra Costa County.
The Contra Costa Health Coalition has also targetted

subsidize the medical costs of smokers by perhaps as much as
$100 annually.
The CCHC is asking all health insurance plans marketing
in Contra Costa County to disclose the medical costs of
smokers vs . non-smokers and to reflect in their benefit rate
structure more accurately the differential costs between
smokers and non-smokers . The CCHC further encourages all
health insurers to offer enhanced incentives to non-smokers
and provide smoking cessation assistance through employers .

SUBJECT: PROHIBITION OF -SMOKING IN OUR POLICE AND
FIRE DEPARTMENTS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
BACKGROUND INFORMATION: In the past I have brought up questions
regarding how far we could go in prohibiting smoking with new
employees in our police and fire departments. The police contract in
Holden, Massachusetts apparently goes to the full extent in this
regard ( see news article below) . Can we go further in our own county?
What has been proposed at the bargaining table so far? What further
steps can be taken?
RECOMMENDED ACTION: Refer to the County Administrator, County
Counsel and Sheriff the contract in Holden, Massachusetts, to review
and report back on its applicability for Contra Costa County.
