SUBJECT: Child Care Issues
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendations:
1. That the Board of Supervisors request the Director of Community
Development to incorporate in the proposed. General Plan amendment
on child care the policy statements adopted by the Board of
Supervisors in September, 1985.
2 . That the Board of Supervisors request the Director of Community
Development to return to the Internal Operations Committee on
August 25, 1986 with a proposed development The ordinance for child
care facilities.
3 . That the Board of Supervisors direct the Director of Personnel to
survey County employees. working in West County and the County
employees working in East County to determine their needs for child
care, similar to the survey conducted among county employees
working in downtown Martinez and the Stanwell Drive/Bisso Lane area
of Concord and forward the results of the survey to the Internal
Operations Committee at his earliest convenience..
4: That the Board of Supervisors authorize the Internal Operations
Committee to meet with provider members of the Child Care Task
Force and other interested parties to discuss how best to meet the
child care needs of County employees in the downtown
Martinez/Merrithew Memorial Hospital area.
5 . That the Board of Supervisors ask the Children' s Council and
Director of Personnel to jointly compare typical child care costs
and the- income of County employees and return to the Internal
Operations Committee with a proposed- fee schedule which takes into
account the cost of child care, the number of children in a family
who require care and the income of the family.
6 . That the Board of Supervisors request the Children' s Council to
invite representatives of "Cal Care" to meet with the Internal
Operations Committee on September 8, 1986 so the Internal
Operations Committee can express to "Cal Care" the County' s
concerns about insurance rates and availability for child care
facilities and day care homes.

7 . That the Board of Supervisors request the United Way of the Bay
Area and the Contra Costa Children' s Council to report to the
Internal Operations Committee on November 24, 1986 on the extent to
which the Children' s Council has achieved the six goals it has set
for itself as reflected in the report to our Committee by Lydia
Cameron, Chair of the Contra Costa County Agency Relations
Committee for United Way dated August 11, 1986 .
8. That the Board of Supervisors request the Social Services Director
to forward to the Board of Supervisors at his earliest convenience
his proposal for an indemnification program for foster parents.
9 . That the Board of Supervisors express their sincere appreciation to
the Director of Personnel, the County Administrator and their staff
for the excellent survey of County employees which clearly
demonstrates the need for additional child care resources in
Martinez, specifically Sue Beadle and Rich Heyne of the Personnel
Department and Beverly Moultrie-Cooper of the County
Administrator' s Office.
10. That the Board of Supervisors direct the County Administrator to
send this County' s Legislative Delegation copies of this report and
the background documents with which the Committee dealt in
formulating this report.
Background:
On June 24, 1986, the Board of Supervisors adopted a number of
recommendations from our Committee asking for additional information
relating to the whole issue of child care. Our Committee received these
reports on August 11, 1986 and reviewed each report carefully. The
above recommendations were formulated from our discussions with staff
from the United Way, Children' s Council, Personnel Department, Social
Services Department, General Services Department, Community Development
Department, . County Counsel and County Administrator' s Office.
The General Plan amendment on child care will go to the County Planning
Commission on August 12 and to the Board of Supervisors during the month
of September. We have asked that amendments also specifically
incorporate the policy statements adopted`by the Board in September of
1985 . We expect to review the development fee ordinance later this
month, after which it will go to the County Planning Commission in
September and to the Board in October.
We received an excellent and thorough survey of County employees in the
downtown Martinez area, .at the Merrithew Memorial Hospital and at the
Stanwell Drive/Bisso Lane area of Concord. This survey indicates a
clear need for additional quality child care which can serve the needs
of employees in downtown Martinez and at the hospital. There is less of
a need at present in Concord. We believe the Personnel Department
should proceed to survey County employees in West County as a first
priority and then those County employees in East County to gather
similar survey data.
To meet the demonstrated need in the Martinez area, we would like to
meet with some of the major child care providers in the County to
explore various options for the provision of child care in Martinez,
which does not necessarily involve the direct operation of a child care
facility by the County.. In terms of meeting this need, we would also
like to see a proposed fee schedule that would compare the average cost
of child care with the amount per child that families at various income
levels can reasonably be expected to pay.
The State created. "Cal Care" in 1985 to assist in providing insurance
coverage for family day-care homes and child-care facilities. In fact,
there is some evidence that 65%-75% of family day-care homes in the
County are simply not obtaining insurance either because of its
unavailability or high cost. We would like to meet with "Cal Care"
representatives to express our concerns with this situation and see what
solutions "Cal Care" can suggest.

The United Way reported on their meeting with the Children' s Council,
which have led to a mutual agreement that the Children' s Council should
assume a leadership role in coordinating child care resources in the
County rather than serving as a direct provider of child care services.
The Children' s Council has established six corporate goals. We would
like. to see what progress is made in the next three months in achieving
these goals.
The staff from the Social Services Department reported that the
Department is about to recommend that the Board of Supervisors adopt two
resolutions, one of which would finance a contribution to the County' s
self insurance fund in return for which the County would provide .
$100, 000 of coverage for-foster homes. The second resolution would
provide $250 of coverage for damage done by foster children to the .
property of persons other than that of the foster parents. We
understand these resolutions will be forwarded to the Board of
Supervisors in the near future. We encourage action on these
resolutions in the very near future.
We also believe that our Legislative Delegation should receive copies of
this report and all related background documents so they are aware of the
critical problems we face, particularly in the area of insurance
coverage.
