That the Board of Supervisors agree in principal to introduce and adopt an ordinance creating a Human Relations Commission. 2 . That the Board of Supervisors direct County Counsel to revise the draft ordinance presented to the Internal Operations Committee, deleting the reference to staffing and reducing the compensation to $10 per meeting not to exceed four meetings per month, making any changes necessary to conform the ordinance to existing statutory and case law and return a proposed ordinance to the Internal Operations Committee on September 8, 1986 . 3 . That the Board of Supervisors authorize the Internal Operations Committee to meet with private foundations which have indicated an interest in assisting the County to fund a Human Relations Commission, along with any other organizations which may be viable sources of funding to determine their interest in being of assistance to the County. 4. That the Board of Supervisors refer to the County Administrator the appropriate organizational placement of a Human Relations Commission and appropriate staffing levels and report his recommendations to the Internal Operations Committee on September 8, 1986. 5 . That the Board of Supervisors authorize the members of the Internal Operations Committee to present a draft ordinance, revised budget, funding and staffing proposals to the Mayors' Conference along with information on available sources of funding and request the cooperation of the Mayors ' Conference in supporting the concept of a county-wide Human Relations Commission. That the Board of Supervisors thank members of the Design Committee for all of their dedicated work in preparing a proposed ordinance providing for a Human Relations Commission, authorize certificates of appreciation for members of the Design Committee and discharge the Design Committee on the basis that they have completed the work they were requested to do. 7 . That the Board of Supervisors thank the Executive Director of the Private Industry Council and members of his staff, who worked with the Design Committee in preparing their reports to the Internal Operations Committee for their dedication and hard work in staffing the Design Committee. Background- On June 24, 1986 the Board approved the most recent report of the . Internal Operations Committee on this subject. On July 8, 1986, The Board also approved the report of the Finance Committee on this subject. Our Committee met with the Chairman of the Design Committee, the Rev. H. Eugene Farlough, staff from the Private Industry Council and County Counsel' s office on August 11, 1986. Rev. Farlough presented an amended ordinance which was revised to take into account a number of comments made by various individuals. Our Committee appreciates the work of the Design Committee and the staff of the P.I .C. in preparing the ordinance. Our Committee continues to believe that the proposed budget of $287,000 is excessive. In addition, we believe that the County Administrator should propose the proper organizational placement of a Human Relations Commission within County government along with a revised budget. . We need to have County Counsel review the draft ordinance to determine its legal sufficiency. We believe that staffing levels should not be included in the ordinance and that the compensation of commissioners should match those of the Human Services Advisory Commission ( $10 per meeting) . We would like the opportunity to refine the ordinance, budget and staffing and and then present a proposal to the Mayors ' Conference again, primarily to get their support for the concept of a county-wide commission. We also would like to explore several sources of private funding, such as foundations, and report back our efforts to the Board in four weeks. -2-
