HomeMy WebLinkAboutMINUTES - 08191986 - FC.4 TO: BOARD OF SUPERVISORS Cwl}} ra FROM: FINANCE COMMITTEE Costa DATE: August 11, 1986 CJS. ay SUBJECT: STAFFING ANALYSIS STUDY FOR NEW COUNTY DETENTION FACILITY SPECIFIC REOUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Direct County Administrator to prepare report on staffing needs and costs of the new West County detention facility, including an update of the Detention Staffing Analysis Study prepared last year, and including a review of the use of civilians throughout the detention system, and submit report to the Finance Committee by January 15, 1987. REASONS FOR RECOMMENDATION/BACKGROUND: Last year, at the request of the Board of Supervisors, the County Administrator's Office prepared a report entitled Detention Staffing Analysis Study. That report was considered by the Internal Operations Committee and by the full Board and resulted in a Board Order, approved December 10, 1985. Among other things, that Board Order directed the County Administrator's Office to continue to pursue staffing options for the Sheriff's detention facilities. The issues of staffing the new West County jail and the use of civilians in detention were discussed again by the Board during budget hearings. The Board referred the matter to the Finance Committee for further study. The County Administrator's Office is prepared to review and update the findings of the aforesaid detention staffing report and options available to the Board in staffing the detention facilities, including the West County detention facility when it is opened in late 1990. To conduct this study, we are fortunate to have Dr. Mark Morris, who has recently become available as the result of his leaving the State Board of Corrections. In his roll as Project Director for the Board of Corrections, managing new county jail planning throughout the State, Dr. Morris has become familiar with the variety of ways in which counties manage and staff their detention facilities. The County Administrator's Office is prepared to undertake and submit to your Board by. January 15, 1987 a complete report on staffing requirements for the new County jail, as well as the use of civilians in detention. This report will contain specific recommendations and supporting data that can serve as the foundation for discussion by the Finance Committee and, ultimately, by the Board as to the best way to staff the County detention facilities.
