August 19 , 1986 CDu rty SUBJECTpROPOSED POLICY ON PROVISION OF SERVICES TO CHILDREN AND ADOLESCENTS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Request the Human Services Advisory Commission to undertake a detailed study of the proposed policy and to determine the feasibility of implementing a pilot program whereby a partnership between the County, cities, school districts and private business would be established to fund drug and alcohol programs. The Commission is to report to the Board within 90 days. BACKGROUND: On June 3, 1986, Supervisor Torlakson presented to the Board a memorandum proposing a policy relating to development of a partnership to combine the resources of the County, cities, school districts and private businesses in providing services to children and adolescents. The Board referred the proposed policy to the Finance Committee, County Administrator. and -the Human Services Advisory Commission. The proposed policy provides for priority to be given to those alcohol and drug programs having a committed local share match in the 1987-88 schoolyear and calls for discontinued funding of those programs not having a fund match in the 1988-89 fiscal year. The proposed policy covers all human services but, it is proposed that the policy be initially limited to and aimed at drug and alcohol programs. The proposal is to be considered as a pilot program to determine whether or not joint funding and closer coordination between local governments and private businesses can provide more cost effective and useful programs. On August 13, 1986, the Human Services Advisory Commission discussed the proposal and is of the opinion that it merits more detailed review and consideration. The Commission expressed the opinion that a concept similar to the proposed policy may essential to the provision of adequate Human Services in the future. The Commission agreed to undertake this more detailed review and to confer with representatives of other local public agencies and private businesses. Demands for human services are increasing much faster. than the available resources to meet those' demands. Human service problems, such. as drug and alcohol abuse, detrimentally affect a. large number of persons within the County. Drug . and alcohol abuse is not just a "County" problem but a problem which permeates' our society and ..all of . its various -.institutions including cities," schools_, employers and families. A . greatly increasing demand for services . requires that innovative, alternative sources , of funding -: for providing prevention and rehabilitation services must be developed. The limited resources available. must be channeled to programs which are cost effective' and which best utilize all available resources Within the community.
