SUBJECT: MENTAL HEALTH PROGRAMS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Direct the Health Services Department to meet with Mental Health Advisory
Board to examine possible transfer of funds or implementing operational
efficiencies to fund an additional $80,000 in Mental Health contractor
costs, and return to the Finance Committee with a report and recommenda-
tions by October 6.
BACKGROUND:
During the budget hearings, the Board augmented Mental Health' s budgets to
provide for a cost-of-living adjustments for contractors. The contractors
subsequently requested an additional amount to continue funding for
increased insurance costs. A copy of their request is attached.
The Finance Committee discussed this matter on August 18, 1986 and conclu-
ded that program reductions would not be acceptable. In lieu of reduc-
tions, a review of current operations should be made, with a goal of
transferring funds from lower priority items or implementing operational
efficiencies within the department.
It was felt that the Mental Health Advisory Board could provide valuable
advice as to how to best achieve the goal of maintaining a balanced -budget,
so a period of six weeks for review of this issue is recommended. It will
be scheduled before the Finance Committee again as soon as the report from
the Advisory Committee is received. This is expected to be by the first
Finance Committee meeting in October.

Dear Stuart,
On behalf of the Contractors' Alliance, I again want to thank you
and the Department for taking a proactive role in advocating for
COLAs for ADAMH. contract programs.
Unfortunately, the COLA approved by the Board of Supervisors fails
to address agency's increased operating expenses, the need for renewal
of the 85/86 insurance augmentation and further increases in insurance
costs which, have doubled ortripled for some agencies. We will con-
tinue to meet with the Finance Committee of the Board to address
these issues.
In the meantime, our member agencies are submitting budgets with
net payment limits which reflect the total of the following three
items:
1) 85/86 Allocations as revised with insurance augmentation, plus
2) the dollar amount of 6% of 85/86 personnel costs (salary and
fringe) , plus
3) the dollar amount of increased 86/87 insurance costs over the
85/86 level.
This procedure may create difficulties for your contract monitoring
staff, but our figures will better represent the cost of doing business
for the contracted services, even though the costs of increased oper-
ating expenses (other than insurance) are not addressed. We are
asking that you and your staff bear with this during our negotiations
with the Finance Committee. We would appreciate your sharing this
information with your staff.
