August 18, 1986 Courty SUBJECT:HUMAN RELATIONS COMMISSION SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Direct staff to contact existing Human Relations Commissions in West, Central and East County and explore the feasibility of contributing support to these Commissions in lieu of establishing a countywide Human Relations Commission. BACKGROUND: During deliberations on the 1986-87 budget, the Board allocated up to $25,000 to fund the County' s share of a Human Relations Commission. The issue of establishing a countywide commission was referred to the Mayors' Conference, as well as the issue of the budget and staffing proposed by An advisory committee on the subject. The Mayors' Conference meeting was held on August 7, 1986, at which time little support was shown for the County' s proposal. Further, the Mayors' Conference indicated that the budget was excessive and that any subsequent proposal would have to be more modest if it is to receive serious consider- ation. Since this issue remained on referral to the Finance Committee, it was further discussed on August 11, and the following alternatives were devel- oped: 1. Provide for a Countywide commission with the County' s $25, 000 and any foundation or other funding which could be obtained. Assuming a total of $50, 000 is available, this would fund one position and part-time clerical support. Such a structure does not justify the creation of a new department, so it would need to be placed under the direction of an existing operation. Further review of this concept would be necessary if the Board chooses this alternative. 2. Contact representatives from existing commissions in East, Central and West County and offer to contribute support to each of these agencies in exchange for expansion of their service areas to include unincor- porated area and populations in the region. This alternative also has the advantage of helping to avoid confusion among the citizenry about where to go for help in their area. The Board could appoint one individual to monitor the activities of the Commission and provide periodic reports to the Board. Staff support to the liaison person. could be part of the contract negotiated with each existing commission. For the above reasons, the Finance Committee recommends that alterna- tive #2 be selected by the full Board.
