FINANCIAL IMPACT:
After an initial cost of $7,000 the annual operation costs for the Vine Hill Road basin is
estimated to be $5,500. The installation of the bulkheads, the modifications to the storm
drain and the landscaping are estimated to cost $5,000.
REASONS FOR RECOMMENDATION/BACKGROUND:
The Chief Engineer has submitted two reports (copies attached) indicating seven options for
handling the temporary water storage in the Vine Hill Road infiltration basin in the absence
of safety fencing at the site. The above solution is a blend of options 1, 3 and 7 and
represents the least cost solution. The reinstallation of the bulkheads will permit the
continued use of the upstream infiltration basin as a part of the drainage system.
The following citizens spoke on this matter indicating their desire to minimize the amount
of drainage reaching the Vine Hill basin and the time frame of its use as an infiltration
basin: Ms. Margaret Chapin, 4781 Knarlwood Road, Oakley; Ms. Pauline Elcinko, 2830 Vine
Hill Road, Oakley.
CONSEQUENCES OF NEGATIVE ACTION:
In the absence of an operating policy, staff would have no direction for handling ponding
in the infiltration basin during wet weather conditions.
