HomeMy WebLinkAboutMINUTES - 08191986 - 2.3 TO: BOARD OF SUPERVISORS FROM: BOARD OF SUPERVISORS FINANCING COMMITTEE DATE: August 19, 1986 SUBJECT: Vine Hill Road Infiltration Basin, Oakley Specific Requests or Recommendation(s) & Background & Justification RECOMMENDED ACTION: 1.. As the governing body of Contra Costa County Flood Control and Water Conservation District, adopt the following policy with regard to the operation and maintenance of the Vine Hill Road infiltration basin. a. The existing basin will continue in use until the ultimate downstream basin and connecting storm drain are constructed. b. A staff guage will be installed at the existing infiltration basin site and the basin water surface will be routinely monitored during storms. C. When the basin water level exceeds 12 inches in depth, install barricades and yellow warning cordon ribbon. d. When the basin water level exceeds 18 inches in depth, commence pumping operations to the Stirrup Drive basin to maintain the water depth at the Vine Hill Road basin to less than 18 inches. 2. As the Board of Supervisors of Contra Costa County appropriate $7,000 in Special District Augmentation Funds to the Flood Control District for purchasing portable pumping equipment and to install an underground sleeve across Vine Hill Road. 3. As the governing body of Contra Costa County Flood Control and Water Conservation District, direct staff to accomplish the following: a) Modify the outfall end of the 42 inch diameter storm drain and install landscaping to minimize the visual impact of the pipe entering the basin. b) Reinstall the bulkheads that previously existed in the drainage system upstream of the storm drain junction from Subdivision No. 5313. c) Investigate the Contra Costa Water District's rights to drain their distribution system into. the Subdivision No. 5313 storm drain. d) Report back to the Board in 30 days on the progress of the above actions. . a Continued on attachment: X yes Signature: Recommendation of County Administrator Recommendation of Board Committee Approve Other: Signature(s) : Action of Board on: August 19, 1986 Approved as Recommended x Other Vote of Supervisors I HEREBY CERTIFY THAT THIS IS A TRUE AND CORRECT COPY OF AN ACTION TAKEN x Unanimous (Absent — ) AND ENTERED ON THE MINUTES OF THE Ayes: Noes: BOARD OF SUPERVISORS ON DATE SHOWN. I. FINANCIAL IMPACT: After an initial cost of $7,000 the annual operation costs for the Vine Hill Road basin is estimated to be $5,500. The installation of the bulkheads, the modifications to the storm drain and the landscaping are estimated to cost $5,000. REASONS FOR RECOMMENDATION/BACKGROUND: The Chief Engineer has submitted two reports (copies attached) indicating seven options for handling the temporary water storage in the Vine Hill Road infiltration basin in the absence of safety fencing at the site. The above solution is a blend of options 1, 3 and 7 and represents the least cost solution. The reinstallation of the bulkheads will permit the continued use of the upstream infiltration basin as a part of the drainage system. The following citizens spoke on this matter indicating their desire to minimize the amount of drainage reaching the Vine Hill basin and the time frame of its use as an infiltration basin: Ms. Margaret Chapin, 4781 Knarlwood Road, Oakley; Ms. Pauline Elcinko, 2830 Vine Hill Road, Oakley. CONSEQUENCES OF NEGATIVE ACTION: In the absence of an operating policy, staff would have no direction for handling ponding in the infiltration basin during wet weather conditions.
