MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: August 19, 1986 SUBJECT: Approve Plans and Specifications for Airport Improvements, Projects AIP 3-06-0050-02 and 3-06-0050-03 Specific Requests or Recommendations b Background & Justification I. RECOMMENDED ACTION: Approve Plans and Specifications for AIP 3-06-0050-02 and AIP 3-06-0050-03. Authorize the Public Works Director to advertise for bids for this work to be opened on September 10, 1986. Authorize the Clerk of the Board to publish Notice to Contractors in accordance with Government Code 6066 inviting bids for said work. II. FINANCIAL IMPACT: The estimated contract cost of these two projects is $1 ,650,000.00. The local share is estimated to be $165,000 and will be paid for out of the Airport Enterprise fund utilizing a loan. from the California Department of Transportation, Division of Aeronautics. III. REASONS FOR RECOMMENDATION/BACKGROUND: On June 3 , 1986 the Board of Supervisors approved Plans and Specifications for Airport Improvement Project AIP 3-06-0050-02. This project was bid as to the fencing and paving work. Bids came in too high. We received authorization from the Federal Aviation Administration to combine the "02" and the "03" projects and to revise the specifications on some of the patching work that caused the bids to come in higher than estimated. The majority of work on these projects will be deferred until spring of 1987. The Airport Manager has further been able to get an additional $500,000 from the Federal Aviation Administration for more work on these combined projects. (The $500,000 is specifically applied to the "03" project. ) The "02" project will include a porous friction course to Runways 1L/19R and 14L/32R. It will also include rehabilitation of a portion of taxiway "E" , rehabilitation and major repairs to Runway 32R and new security and safety fencing on the east side of the Airport. The "03" project will include overlay and strengthening of Taxiway "A" , overlay the outer perimeter taxiway to the approach end of Runway 32R, new lighting for Taxiway "A" and widening and strengthening a portion of Taxiway "J". In addition to the items mentioned above, the projects include a new crash/fire/rescue truck and purchase of land in the clear zone of the departure end of Runway 32R. The crash/fire/rescue truck is expected to be delivered by early November and the Real Property Division has been getting appraisals on the land.
