August 12, 1986 COurty SUBJECT: USE OF DAPC PLANS IN UPDATING THE COUNTY GENERAL PLAN SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the County-wide General Plan Review Committee the issue of incorporating the Delta Action Plan and the Delta Waterways Use Program policies into the General Plan currently being reviewed. Refer to the Community Development Department to identify any additional policies in this regard for consideration by the Board of Supervisors. Both referrals should be accomplished by the summer of 1987. BACKGROUND INFORMATION: I have served as the Board' s representative to the Delta Advisory Planning Council (DAPC) since taking office in 1981. DAPC has spent a considerable amount of time reviewing the Delta Action Plan and Delta. Waterways Use Program. I participated in committees which worked on these policy areas. The goal of these policies is to have coordinated planning between the five Delta counties of DAPC. To accomplish this goal, it .is necessary to incorporate as many of these policies as possible into our general plan and to adopt other elements as special Board of Supervisor policies for Contra Costa County. The General Plan update program provides an opportunity to integrate appropriate components of the Delta Action Plan into the County General Plan. The Delta Action Plan was developed by DAPC using a .combination of local monies (county dues) and a federal planning grant. It was substantially based on Delta City and County General Plans. The Action Plan is used by all five counties which comprise the DAPC joint powers agency. Some have integrated the Action Plan with their General Plans while others use the document as a policy reference. Up to now, Contra Costa County has used the Delta Action Plan as a reference document forevaluating projects in the Delta Area. The Delta Action Plan contains several components which are relevant to our General Plan; these are: Major findings, such as those identifying the Delta as a unique region and an integral component of the Bay-Delta Estuarine System. Delta Policies for Conservation and Development, including those for protecting agriculture, enhancing recreation, and reducing hazards. "Subject" Goals, Objectives, and Recommendations, providing specific recommendations on agriculture, historic and natural resources, natural hazards, recreation, commerce and transporta- tion, and Delta management. Lists of significant natural and historic areas in the Delta. Because the Delta Action Plan is now a decade old (it was distributed July 30, 1976), its contents should not be simply carried over into our General Plan but reviewed 'on an item-by-item basis before being included. Furthermore, specific items originating in the Delta Action Plan would be included in different parts of the General Plan (e.g. , Land Use Element, Safety Element, Conservation Element, Recreation Element) and would have to be modified to fit their contexts. Delta Waterways Use Program was developed by the state with the participation of DAPC and Delta user groups. DAPC recently updated the Waterways Use Program with the participation of the State Department of Fish and Game, and recommended the revised program to its member counties and the state. Although the program goes beyond the scope of a General Plan to include detail appropriate to implementation ordinances, its basic policies for waterways use and categorization of adjoining land uses ought to be valuable contributions to. a Contra Costa County General Plan program.
