August 12, 1986 coilty SUBJECT: SHERIFF RESPONSE TIME TO WEST PITTSBURG ACCIDENT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer the attached letter from the Ambrose Recreation and Park District expressing concerns over the response time of the Sheriff ' s Department to an automobile accident in West Pittsburg to the Sheriff and the County Administrator for immediate analysis and response. ADMINISTRATOR Edward Spencer, Jr. July 31, 1986 Supervisor Tom Torlakson Contra Costa County Board of Supervisors 45 Civic Avenue Pittsburg, CA 94565 Dear Supervisor Torlakson: On the night of July 30th we had a most unfortunate accident directly in front of the Ambrose Community Center in West Pittsburg. Mrs. Hazel Johnson, who had attended the bingo game at the Center, was struck by a car and died as a result of injuries received in the accident. I have had a number of residents express concerns over the response time it took Deputies from the Contra Costa County Sheriff's Department to arrive at the scene of the accident. According to one witness the following is the approximate time sequence- of events: Time of Accident--1C.35 PP 911 called to re report P.M. Witness ran to Fire station for assistance--10:38 P.M. Firemen with medical equipment arrived on scene--10:40 P.M. Fire truck arrived--10:42 P.M. lst ambulance arrived--10:45 P.M. 2nd ambulance arrived--10:50 P.M. Highway Patrol arrived--10:50 P.M. Deputy Sheriff arrived- 11:00 P (as the victim was being loade into the ambulance) The response time of the Deputy Sheriff seems to be far in excess of what should be considered normal. The slow response caused civilian females to try to slow and direct traffic to preclude another serious accident. It was also pointed out that safety flares were not used to warn oncoming traffic. ` y We feel this matter should be brought to your attention in order that some corrective action can be taken to preclude such a situation. in the future. Also brought to my attention was the possibility of having "No Parking" signs posted on the North Side of Willow Pass Road across from the Community Center.. We would like to request that an Ordinance to this affect be adopted. We believe we provide adequate, safe parking in our parking lot and there is no reason for persons parking across the street and trying to cross without the benefit of a crosswalk.
