SUBJECT: West County Career Development
Employment Project
The Board received a memorandum dated August 5 , 1986 from
Harry D. Cisterman, Director of Personnel, (attached hereto and by
reference incorporated herein) relative to the status of the West
County Career Development Employment Project.
Mr. Cisterman advised the Board that the first position
under the Project has been filled, with a Plan Checker Trainee
beginning work this week in- the Building Inspection Department.
IT IS BY THE BOARD ORDERED that the status report from the
Director of Personnel on the West County Career Development Employment
Project is ACKNOWLEDGED.
IT IS FURTHER ORDERED that the Personnel Department,
Neighborhood House of North Richmond, and the Opportunities West
Employment, Education and Training Committee are COMMENDED for their
efforts in developing the project.

SUBJECT: Status of West County Career Development Employment Project
In May, 1986 the Board of Supervisors received a proposal from Tom Powers to
adopt in concept the West County Career Development Employment Project. This
proposal was referred by the Board to the Director of Personnel. for design
and implementation.
Since that time the Personnel Department has been working closely with the
Neighborhood House of North Richmond and the members of Opportunities West
Employment, Education, and Training Committee to develop this program. As
intended, the County will play a major leadership role in this project. To
adequately provide the coordination, support and day-to-day management necessary
to insure program success the project will require a full-time coordinator
in the Personnel Department.
To Date, the Personnel Department has drafted specifications for one generic
classification of Career Development Worker-Project and nine (9) specific
trainee level classifications to include (Data Entry Operator Trainee; Institut-
ional Services Aide Trainee; Account Clerk Trainee; Duplicating Machine Operator
Trainee; Plan Checker .Trainee; Driver Clerk Trainee; Clerk Trainee; Library
Clerk Trainee; and Microfilm Technician Trainee. ) It is intended that individuals
referred through the Neighborhood House of North Richmond would be placed in a
project position until such time that participants have demonstrated. job skills
and competency necessary for entrance into permanent trainee classifications.
Incumbency in these trainee level positions is limited to successful completion
of an individual training cycle. To date, twenty-two (22) potential positions
have been identified throughout County departments. Since the filling of each
position will depend on an existing vacancy, no specific time for filling positions.,
line can be constructed at this time. However, a number of the trainee level
slots are vacant and can be filled immediately. The program has the potential for
additional trainee classifications in departments as vacancies arise.
The job specifications drafted thus far, along with a. proposed program structure
for the project, were submitted by the Personnel Department to the Opportunity
West Employment, Training and Education Committee for their consideration prior
to their July 8th meeting. At that meeting, both the Personnel Department and
Lloyd Madden, .Executive Director of the Neighborhood House of North Richmond,
were present to respond to questions from the committee and provide a more
in-depth view of the project as envisioned.
It was decided that a sub-committee would be formed from the members of the
Opportunity West Employment, Training and Education Committee to determine the
type of role best played by West County leaders/citizens involved with the project.
This committee, to include the- Personnel Department representative, will also
design and prepare to implement the pre-training component of the program in add-
ition to identifying the necessary services to be provided participants during
each phase of the program.
The sub-committee met on July 24, 1986. First on the agenda was the desig-
nation of a .project boundary. It was suggested that tract No. 3650.01 and
3650.02 form the perimeter of the candidate pool . This area will include
Parchester in addition to the North Richmond area.
The committee spent the remainder of this meeting assessing the resources
available through participating. agencies and establishing a utilization plan
for each agencies' involvement with recruitment, screening, assessment, coun-
seling and support services. This committee will meet. again on August 7, 1986
to finalize the utilization plan and begin instruction for implementation.
