CONCERTED SERVICES PROJECT, BUDGET CRISIS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer the issues raised in the July 7,
1986, letter from the Concerted Services Project to the Director of
the Community Services Department, the County Administrator, and the
Finance Committee.
BACKGROUND INFORMATION: I have previously raised concerns,
in regard to delegate agency budgets and the ability of our smaller
delegate agencies to continue to survive once their budgets reached a
certain critical point. The Internal Operations Committee in the past
has handled these referrals and looked at the question of "overhead. "
It would be appropriate, in my opinion, to have the Finance Committee
receive a status report and review these issues in light of the
current proposed budget.

At the beginning of 1986, the CSP Board of Directors was informed by the
Director of the Community Services Department, that the CSP budget would
be $40,905. Our Program Account budget was sent in for that amount of
money. When the 1986 contract, 1-1-86 to 12-31-86, was received, it was
for $35,905. This caused the Board one hell of a problem.
The Project is opened five (5) days a week but we only have two (2)
employees working three (3) days a week. We feel there is a need for
this service in the community.
Rent for the Project is $450 per month. CSA pays $400 and the Board must
pay $50 out of our pocket because CSA would not grant a $600 budget
increase.
Because of CSA'a refusal to grant us $40,905, we were only able to pay
the accountant from January to May 1986 (see attached letter to Ms.
Allen) .
CSA is always asking for reports in 5 to 6 copies. We do not have enough
money in 2.4 to cover maintenance of our copier equipment.
Because of this, the CSP Board cannot continue to keep the doors opened
for this much needed service in the community, unless CSA grant CSP
$8,000 now.
The CSP Board of Directors has two (2) questions:
1. What is the purpose of the CSBG monies and is it for
the needed?
2. Is the monies to be used politically?
Now, "CSP has nothing to do with politics. We do not badger the Board of
Supervisors about an ethnic group because CSP has always been concerned
about all people in need of service. We have a track record from the
beginning of CSP on September 27, 1963.

In regards to question #1, if this money that CSA over-see is for help to
the poor and needed, then the CSP Board has two (2) suggestions to make
to the Board of Supervisors:
1. That CSA stop the leasing at 2425 Bisso Lane, Concord, at
a cost of approximately $5,000 per month and put that
amount, approximately $60,000, back into helping the
needed. The county owns the Bernstein building on School
Street in Pittsburg and CSA could be housed there, rent
free.
2. Cancel all so-call training sessions and workshops because
they are of no benefit to the poor or needed. It only
provide some professionals $2 to $3,000 pocket money for
approximately six (6) hours.
CSP has sent out many proposals and not one was ever granted. Why, we do
not know. We have sent about five (5) proposals to United Way which was
rejected. We do know that United Way for 1981/82 and 1982/83 funded 209
agencies, some double. Maybe United Way needed these monies for agency
executives help.
The CSP Board of Directors do not understand why our Executive Director was
told by the person over the Community Black Grant that CSP could not apply
for CBG funds because CSP is in the City of Pittsburg. It was recommended
by the Committee and granted by the CCC Board of Supervisors that in the
years 1984 and 1985, $200,000 plus $50,000 each year, be granted to the
Pacific Community Services, Inc. , 501 Railroad Ave. , Pittsburg. Now, if
they qualify, why not CSP?
Ms. Allen, Executive Director of CSP, was told the Block Grant Monies was
for rehabilitation. We are sure that buying land to build houses, does not
come under rehabilitation.
