SUBJECT: EXPANSION OF EL PUEBLO SECURITY GUARD SERVICE
I . RECOMMENDED ACTION:
Approve the expansion of the El Pueblo security guard service by the Argus
Security Patrol Company to provide 24 hour, seven days per week security guard
coverage for a 90-day period beginning July 1, 1986, with a 15-day cancellation
clause added to the contract to be used at the discretion of the Executive Director
should this service not prove feasible, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
The cost for the expanded security guard service will be $27,360 per month,
bringing the total cost of security guard coverage at E1 Pueblo to $41,040 for 24
hour, seven days per week coverage. The cost for the security guard service will be
paid from Housing Authority Local Management Funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On May 20, 1986 the Board of Commissioners voted to supply security guard
service at El Pueblo and authorized the Executive Director to execute a contract with
Argus Security Patrol Company. On June 10, 1986 the Policy and Strategy Committee of
the Advisory Housing Commission voted to recommend approval for the expansion of the
El Pueblo Security Guard Service by the Argus Security Patrol Company to provide 24
hour, seven days per week security guard coverage for a 90-day period beginning July
1, 1986, at a total estimated cost of $41,040 per month. After review of this
recommendation the Budget Committee of the Advisory Housing Commission voted to
recommend to the Advisory Housing Commission that the expanded security guard service
be implemented and that the cost for the expanded service be paid from Housing
Authority Local Management Funds.
On June 16, 1986, the Advisory Housing Commission voted to recommend the
expansion of the El Pueblo security guard service by the Argus Security Patrol
Company to 24 hours per day, seven days per week for a 90-day period beginning July
1, 1986, with a 15-day cancellation clause added to the agreement to be used at the
discretion of the Executive Director should this service not prove feasible.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to respond positively to the request to authorize the Executive
Director to enter into an expanded agreement for security guard service at El Pueblo
with Argus Security Patrol Service would result in slowing the containment of
violence and drugs on the streets of E1 Pueblo. Additionally, by a negative response
the Board of Commissioners would be acting in a manner contrary to its adopted
position of providing decent, safe and sanitary housing for low-income families.
