SUBJECT: Approval of Contract 422-182-5 with Tri Valley Rehabilitation
SPECIFIC REQUEST(S) OR RE EOMMC NDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Contract
#22-182-5 with Tri Valley Rehabilitation in the amount of $113,572.48 for the
period July 1, 1986 - June 30, 1987 for provision of pediatric therapy services.
II. FINANCIAL IMPACT:
Funding for this Lvice will be included in the FY 1986-87 Department Budget.
Actual cost to the County depends upon utilization. Sources of funding for this
contract are the State (80%) and �the County (20%).
The prior contract with Tri Valley Rehabilitation was amended twice to increase the
contract payment limit from $16,250 to a total of $76,320. The increase in the
contract payment limit for FY 1986-87 reflects the contractor's ability to provide
two full-time equivalent therapists beginning in July. The payment limit also pro-
vides an increase in the payment rate from $26.50 to $28.28 per hour effective
January 1, 1987, but contingent upon a Medicare-approved allowance increase for
therapy services of at least 6.7 percent.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Department has contracted with Tri Valley Rehabilitation since January 1, 1985
for its employees to provide mandated pediatric therapy services for patients
served by County's California Childrens Services and Home Health Agency. Despite
extensive advertising, the Department has been unable to fill two therapy posi-
tions . The contractor has been used to fill in as required to relieve or augment
the Department's therapy staff. Last year Tri Valley Rehabilitation could only
supply 1.4 full-time equivalent (FTE) therapists even though the Department had two
vacant positions . The two vacancies still exist and the contractor is now able to
supply two FTE therapists.
The contractor will continue to be used to fill in as required to relieve or
augment the Department's therapy staff. Should the Department be successful in
recruiting and hiring the requisite staff, the Contractor's physical and occupa-
tional therapy services will not be used.
_This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
