SUBJECT: CONTRACT FOR PLEASANT HILL BART TRAFFIC STUDY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Director of Community Development to execute a Consulting
Services Agreement with Wilbur Smith and Associates, Inc. in an amount not to exceed
$20,000 for traffic studies in the Pleasant Hill BART Station Area.
FINANCIAL IMPACT:
Total amount of the contract would be limited to $20,000, which includes $12,975 for an
initial study of conditions and analysis of certain specified intersections. The
remainder would be available for additional work such as analysis of mitigation measures
and formulation of proposed Specific Plan Amendments.
Funds are to be derived from Pleasant Hill BART Station Area Specific Plan fees collected
in the area. A portion of those funds were set aside (the so-called "nickel fee") for
planning studies. No County general funds would be involved.
REASONS FOR RECOMMENDATION/BACKGROUND:
As provided for in the Pleasant Hill BART Station Area Specific Plan the Board of Super-
visors initiated a mandatory review of the Specific Plan upon approval of 1.5 million
square of commercial/office development in the Specific Plan Area. Such review to be
performed by the Pleasant Hill BART Station Area Steering Committee.
Following several meetings of the Steering Committee and its Technical Advisory Committee,
it has been determined that a traffic study should be conducted to analyze existing
traffic conditions in the area, the anticipated effect of approved development, the
adequacy of planned and proposed mitigation measures and additonal alternatives. It is
anticipated that the study will result in amendment to the Specific Plan to better miti-
gate traffic generated by. planned development in the area.

However, Wilbur Smith and Associates submitted the lowest bid and the most aggressive work
schedule. Having performed other related studies in the area, they are eminently quali-
fied to do the work required.
