Spooner , Contracts Administrator DATE; July 17, 1986 CaM SUBJECT: Approval of Standard Agreement #29-317-2 with the State Department of Health Services (State #85-87246) for HTLV III Antibody Testing SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement 429-317-2 (State #85-87246) with the State Department of Health Services with a total reimbursable amount of $463,060 ($239030 FY 86-87 and $23,030 FY 87-88) for the period April 1, 1986 - June 30, 1988 for HTLV III Antibody Testing for detection of antibodies to the probable causative agent of Acquired Immune Deficiency Syndrome (AIDS). II. FINANCIAL IMPACT: Approval of this agreement by the State will result in a total maximum reimbursable amount of State funding of $46,060 [$23,030 FY 86-87 (encumbered) and $23,030 FY 87-88 (subject to appropriations by the Legislature)] for HTLV III Antibody Testing (AIDS).. The State will reimburse the County $35 for each antibody testing session. There is no experience to state exactly what County in-kind costs will be. Fees will be charged to those who seek testing and who are able to afford them. Donations will be accepted. Tests will be performed by current County personnel. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 4, 1985, the Board approved Standard Agreement 4x`29-317 with the State Department of Health Services in the amount of $71,900 for start-up funding for HTLV III Antibody Testing to prevent and control Acquired Immune Deficiency Disease Syndrome (AIDS), and approved Amendment No. Ito the Standard Agreement (County 4429-317-1) which allowed advance payment to the County for start-up costs. Health and Safety Code Section 1630-1632 requires designated counties to establish a testing program and a program for confidential information and referral services for individuals who seek testing. Contract 4429-317-2 establishes procedures for reimbursement for testing services performed in accordance with the Health and Safety Code. This contract has been approved as to legal form by County Counsel's Office. The Board Chairman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services.
