Spooner, Contracts Administrator �l DATE: July 17, 1986 oio COJ* SUBJECT: Approval of Standard Agreement 429-330 with the State Department of Health Services (State #85-87202) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement 429-330 (State #85-87202) with the State. Department of Health Services in the amount of $16,594 for the period May 1,. 1986 - December 31, 1986 for training for newly employed Hazardous Materials Specialists responsible for carrying out the duties of the Hazardous Waste Generator Inspection and Compliance Program. II . FINANCIAL IMPACT: Approval of this agreement by the State will result in $16,.594 of State funding for a special one-time training program for newly employed Hazardous Materials Specialists. The State will pay the County the equivalent of two months salary (including benefits) for two Specialists, plus a total of $1,000 for medical monitoring required under the contract . The monthly salary and benefits of these newly employed Hazardous Materials Specialists is the only County cost involved in this training. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The County's Occupational Health and Hazardous Materials Program is responsible for carrying out the duties of the Hazardous Waste Generator Inspection and Compliance program. Four Hazardous Materials Specialists have recently been hired to carry out this work, and it is important that these employees take advantage of training being offered by the State. The training will be performed by State Department of Health Services personnel and will consist of eight days of classroom training and two months of extensive field activities relating to the hazadous waste program. The training will enhance the knowledge and background of the new employees, and this knowledge can apply to acti- vities in all the hazardous materials programs. Inspection and compliance follow-up work performed by the trainees will be reviewed by the State Department of Health Services and experienced staff within the County. This contract has been approved as to legal form by County Counsel's Office. The Board Chairman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services.
