SUBJECT: Antioch Assessment District No. 26, Hillcrest Avenue
As recommended by the Public Works Director, the Board HEREBY
ACKNOWLEDGES RECEIPT of the July 16, 1986 report from .the Assessment
District Screening Committee recommending that the County grant jurisdiction
to the City of. Antioch for its Assessment District No. 26, Hillcrest Avenue
Improvements ; and ACCEPTS FOR FILING the City of Antioch's Resolution No. 86/80
requesting said jurisdiction.

A RESOLUTION GRANTING CONSENT OF THE BOARD OF
SUPERVISORS OF THE COUNTY OF CONTRA COSTA TO THE
EXERCISE OF. EXTRATERRITORIAL JURISDICTION TO UNDERTAKE
PROCEEDINGS FOR THE .ACQUISITION AND CONSTRUCTION OF
PUBLIC IMPROVEMENTS AND TO PROVIDE THAT THE COSTS
SHALL BE ASSESSED UPON THE DISTRICT BENEFITED
THEREBY UNDER APPROPRIATE SPECIAL .ASSESSMENT
AND ASSESSMENT BOND ACTS

HILLCREST AVENUE ASSESSMENT DISTRICT
RESOLUTION NO. 86/462
RESOLVED, by the Board of Supervisors of the County of Contra
Costa, California, that
WHEREAS, it is the intention of the City Council of the City of
Antioch to undertake appropriate special assessment and assessment bond
proceedings for the acquisition and construction of the public
improvements more particularly described in Exhibit "A" hereto attached ,
and by reference incorporated herein;
WHEREAS, the cost and expenses of making said acquisitions and
improvements and the expenses incidental thereto are to be made
chargeable upon the district benefited thereby, the exterior boundaries
of which have been declared by said Council to be the coterminous
boundaries of the composite and consolidated area shown on the map
thereof on f le in the office of the City Clerk, to which reference is
hereby made for a more detailed description thereof;
WHEREAS, a portion of said acquisitions and improvements to be
made are within the unincorporated territory of the County of Contra
Costa and a portion of the lands to be assessed to pay the cost and
expenses thereof is unincorporated territory within said County;
WHEREAS, this Board has investigated and has been fully informed
as to the nature of said faci 1 ities and of the property which wi 1 1 be
benefited by the improvements thereof, and is fully advised in the
premises;
WHEREAS, there has been filed with this Board a proposed form of
. Resolution of Intention to be used in said proceedings; and

WHEREAS, the public interest, convenience and .necessity will be
served by the .making of said acquisitions and improvements;
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED and ORDERED, as
follows :
1. That the facilities proposed to be constructed in said
proceedings are of such a character that they will directly and
peculiarly affect property not only within the boundaries of the City of
Antioch but also unincorporated territory within the County of Contra
Costa outside the limits of said City, and the purpose. sought to be
accomplished can best be accomplished by a single comprehensive scheme
of work.
2. That it is necessary and manifestly desirable that said
acquisitions and improvements be accomplished under the jurisdiction of
said City in order to accomplish said single comprehensive scheme of
work and that jurisdiction by this Board be granted to said City to the
making .of such changes and modifications in said work or acquisitions,
in said assessments, or in the boundaries of said assessment district
prior to or during the course of said proceedings as may be proper or
advisable in the manner provided by law, and to the conduct of such
supplemental assessment or reassessment proceedings as may be necessary
to complete the acquisition, construction and financing of said
acquisitions and improvements.
3. That consent be, and the same is hereby, granted to said City
to the formation of the assessment district and to the work described in .
said Resolution of Intention and the assumption. of jurisdiction
thereover for the purposes aforesaid, and to acquire and construct said
improvements and to levy said assessments upon the property benefited
thereby, including property within the unincorporated territory in this
County.
4. That consent be, and the same is hereby, granted to said City
to open all such public streets as are required .for the installation of
said public improvements. All work pertaining to said project shall be
done under the direction of the Director of Public Works of said City
and to the satisfaction of the Director of Public Works of said County,
and in conformity with good engineering practice. The Director of
Public Works of said City shall require of the contractor that all of
the provisions of' the specifications be complied with by the contractor,
to the end that no greater amount of ditches are open at any time than
is necessary, that they shall be adequately lighted and barricaded, and
that they shall be promptly backfilled, and that the pavement shall be
restored with materialsof like quality and character as those existing
therein at .the time of such. work and to its former condition and state
of usefulness as nearly as may be.
5. That the Director of Public Works of said City shall require
of the contractor that all of the provisions of the specifications
approved by the Director of Public Works of this County and said Council
be complied with.

6. That the f® of the Resolution of Intention to be adopted by
said Council of said City, a copy of which was heretofore presented to
this Board, be, and the same is hereby, approved..
7. That the Director of Public Works of the County of Contra
. Costa be, and he is hereby, authorized and directed to carry out the
provisions of this resolution for and on behalf of the County of Contra
Costa, and that the -Clerk be, and she is hereby, directed to
forward to the City a certified copy of this resolution.

EXHIBIT "A"
HILLCREST AVENUE ASSESSMENT DISTRICT
ANTIOCH, CALIFORNIA
The improvements which are proposed for this project are briefly
described as follows: '
1 . The improvement and widening of Hillcrest Avenue to six lanes
from its intersection with East Tregallas Road southerly to its
intersection with Davison Drive, and to four lanes from Davison
Drive southerly to its intersection with Lone Tree Way by means
of clearing; grubbing; demolition; grading; ditching; relocation
of existing overhead utilities; . and, the construction of
pavement and baserock ; pavement overlays and conforms; medians;
survey monuments; street and traffic signs; traffic striping;
landscaping and irrigation; curb and gutter ; sidewalk; a storm
drainage system and appurtenances; street lighting; underground
power, gas, telephone, and television systems and appurtenances;
and, traffic signals and appurtenances.
2. The improvement, realignment and widening of the Hillcrest
Avenue- Bridge and appurtenances over the Contra Costa Canal.
3. The construction of a sanitary sewer system and its
appurtenances and a domestic water transmission system and its
appurtenances, including fire hydrants from the intersection of
Bellflower Drive easterly and southerly along Hillcrest Avenue
to the intersection with Lone Tree Way. The sanitary sewer
system will include the construction of. a pump station and
appurtenances at a location approved by the City Engineer in the
vicinity of Hillcrest Avenue and Lone Tree Way. The water
system will include construction of a 2.5 million gallon water
reservoir with appropriate connections to the transmission mains
and appurtenances and improvements to the Hillcrest Booster Pump
Station.
4. The acquisition of existing sanitary sewer mains, storm drain
lines, water transmission mains, and the existing Hillcrest
booster station with appurtenances in Hillcrest Avenue from its
intersection with East Tregallas Road southerly to its
intersection with Bellflower Drive; together with reimbursement
of all appropriate approved and constructed extensions to said
sanitary sewer, storm drain, and water improvements.
5. The improvement and construction of Davison Drive consisting of
four lanes from the existing westerly terminus of Davison Drive
to its proposed intersection with - Hillcrest Avenue by means of
clearing ; grubbing ; demolition; grading ; ditching; and
constructing pavement, baserock, pavement overlays and conforms;
survey monuments, street, and traffic signs, traffic striping,
landscaping and irrigation; curb and gutter ; sidewalk ; a storm
drainage system and appurtenances; street lighting; and,
underground sewer , water, power, gas telephone and television
systems and appurtenances as necessary.
6. The acquisition of existing sewer mains, water transmission
mains, and underground utilities and appurtenances in the
Davison Drive right of way from its current westerly terminus to
its proposed intersection with Hillcrest Avenue; together with
reimbursement of all appropriate, approved, and constructed
extensions to said sanitary sewer and water improvements.
7. The improvement and construction of Deer Valley Road consisting
of four lanes from its proposed intersection with Hillcrest
Avenue southerly along its proposed alignment, . crossing the
Contra Costa Canal, and extending to the southerly property line
of Affinito (APN 052-043-001-8) by means of clearing; grubbing;
demolition; grading; ditching; and constructing pavement,
baserock, pavement overlays and conforms; survey monuments,
street, and traffic signs, traffic striping, landscaping and
irrigation; curb and gutter ; sidewalk; a storm drainage system
and appurtenances; street lighting; and, underground sewer,
water, power, gas telephone and television systems and
appurtenances as necessary. Included is the construction of a
four lane bridge crossing the canal.
8. The acquisition of all necessary interests in real property
required for the above-described construction and the
acquisition and/or performance of all work auxiliary to any of
the above and necessary in order to complete the same; together
with the payment of all appropriate incidental expenses of the
project.
