HomeMy WebLinkAboutMINUTES - 07221986 - T.3 THE BOARD OF SUPERVISORS­OF CONTRA COSTA 'COUNTY, CALIFORNIA Adopted this Order on Ju1y22, 1986 , by the following vote: AYES: Supervisors Fanden, McPeak, and Powers NOES: Supervisors Schroder and Torlakson ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Hearing on application by Geldermann, Inc. to amend the Land Use Element of the County General Plan ( 10-85-CO) , Alamo area The Board on July 8, 1986 continued to this date the hearing on the recommendation of the San Ramon Valley Area Planning Commission with respect to the application of Geldermann, Inc. (applicant) to amend the Land Use Element of the County General Plan for approximately .48 acre in the Alamo area from Single Family Residential Low Density to Office Use; and , Supervisor Powers commented that a letter dated July 18, 1986 had been received from Brian Thiessen :of Thiessen, Gagen & McCoy, representing the Roundhill Property Owners Association, requesting a two week continuance if the Board desires the full results of the ballot they had sent to the homeowners. Supervisor Schroder responded that their was an abundance of material both pro and con from surveys from proponents and oppo- nents, and felt that the hearing should proceed today. The following persons appeared to speak in opposition to the amendment: Fred Sanders, 99 Tracy Court, Alamo; John A.G. Fraser, 171 Angela Avenue, Alamo; Mark Armstrong, Thiessen, Gagen & McCoy, representing the Roundhill Property Owners Asociation; The following person appeared and spoke - in favor of the amendment: Jack Smith, 1331 B Street, Hayward, attorney for the applicant. The Chair closed the public hearing. Supervisor Schroder moved to uphold the San Ramon Valley Area Planning Commission decision and deny the General Plan Amendment with a second by Supervisor Torlakson. Supervisor McPeak commented on what she recalled as - a similar situation that had taken place in Discovery Bay and allowed for a non-conforming legal use. She felt that this issue was very much the same. Supervisor Torlakson commented on the differences in the two situations. Supervisor Fanden commented that perhaps a compromise situation could be achieved with the office continuing for another two years to phase out at the end of that time and take down the objectionable signs. Supervisor McPeak recommended referring all the suggestions presented here today to County Counsel and Community Development for review without taking any action today. IT IS BY THE BOARD ORDERED that the decision on the pro- posed General Plan Amendment request by Geldermann, Inc. , Alamo area is DEFERRED to July 29 , 1986; and IT IS FURTHER ORDERED that options available to accomplish phasing out commercial use of the building and assuring continued use by community groups are REFERRED to County Counsel and Community Development for report back to the Board.
