Company (applicant) to amend the Land Use Element of the County General Plan (24-85-CO) , Pacheco area On July 8, 1986, the Board continued to this date the hearing on the recommendation of the County Planning Commission with respect to the application filed by R.S.B. Company (applicant) to amend the Land Use Element of the County General Plan for approxima- tely two acres of land in the Pacheco area from Limited Office to Multiple Family Residential High Density; and James Cutler, Community Development Department, commented that he had gone out and met with the community. He had attended the Pacheco Town Council. The Chair read comments presented for Board consideration from the following people: David Hanna, 995 Temple Drive, Pacheco, in opposition to the General Plan Amendment; Paul Robinson, 986 Temple Drive, Pacheco, requesting that the General Plan Amendment request be denied and the zoning con- tinued 0-1 ; The follwing people appeared to give testimony before the Board: R. Scott Bonds, 135 Cambridge Way, Piedmont, representing the applicant, spoke on the fact that residential was the best use for this property. It is surrounded by residential development. He commented that medium density was the minimal density for develop- ment at this time. The problem of access seemed to be the major problem. Chad Crutcher, 2 Chester Court, Pacheco, commented that he was not opposed to the Amendment, but was concerned with the impact of residential on traffic, especially on the weekends when the resi- dents are at home. He would like to see no access to the project from Temple Drive. He encouraged pedestrian linkage so as not to wall off the project. He also encouraged a strong landscape buffer for privacy. Donna J. Davidson, 1000 Temple Drive, Pacheco, Vice-President of the Pacheco Town Council, commented that she has turned in a petition to the Community Development Department from concerned people who like their single family residential area the way it is. She commented on having a problem being notified and that they would like the area left 0-1 . . Sharon Hanna, 995 Temple Drive, Pacheco, spoke in opposi- tion to the General Plan Amendment. R. Scott Bonds spoke in rebuttal. He commented that he felt the best use of the land would be residential and that the major problems seemed to be access and that it would not be the best idea to burden Pacheco Boulevard solely with the access for the pro- ject but to use Temple as well. The Chairman closed the public hearing. The Board discussed the General Plan Amendment applica- tion. Supervisor McPeak recommended that the matter be deferred for one week for decision. IT IS BY THE BOARD ORDERED that decision on the proposed General Plan Amendment requested by R.S.B. Company in the Pacheco area is DEFERRED to July 29 , 1986 on the determination calendar.
