HomeMy WebLinkAboutMINUTES - 07221986 - 2.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA 'COUNTY, - CAL'IFORNIA 2.7 Adopted this Order on July 22, 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Report from Director of Community Development on budget requirements for monitoring stations for gas and oil well activity and adoption of Ordinance introduced on July 15, 1986, on oil and gas drilling production. On July 15, 1986, the Board requested the Acting Director of Community Development to report to the Board on this date on the total budget requirements for monitoring stations for gas and oil well activity; Harvey Bragdon, Acting Director of Community Development, submitted a report on Subsidence Studies to the Board. -The Chairman requested comments from the public. The following people spoke on the issue: Jim McCutcheon, 727 W. 7th Street, Los Angeles, CA, repre- senting the Western Oil & Gas Association commented in favor of the two-tier ordinance and reiterated his comments in his letter of July 15, 1986, with the exception of- the comment on the $800 fee which he wished to withdraw. Carl Down, 6001 Bollinger Canyon Road, San Ramon, repre- senting Chevron, spoke in favor of the two-tier approach. He com- mented that they were trying to find a mechanism whereby they could contribute as an industry to the monitoring stations, but did not want to be the major contributor as they did not have major respon- sibility for the problem of subsidence. Jay Johnson, 290 Maple Court, Ventura, CA, representing CONOCO, Inc. , spoke in support of the two tier ordinance. Supervisor Torlakson recommended adopting the two-tier ordinance and developing some specifics as to how the process from one tier to two tier would be triggered and forwarding this infor- mation to the regional commissions to review. He also expressed concern for the funding of the subsidence monitoring stations and possibly developing a partnership between the gas and oil industry, water interests, and Flood Control District contributions. The Board considered the matter. IT IS BY THE BOARD ORDERED that the Ordinance No. 86-61 on Oil and Gas Drilling Production (introduced on July 15, 1986) is ADOPTED. IT IS FURTHER ORDERED that the Director of Community Development is REQUESTED to develop specific criteria for the two- tier permit process; and is REQUESTED to report to the Board on options available to finance the monitoring stations, including the feasibility of a partnership arrangement involving the gas and oil industry and water interests and Flood Control District contributions. thereby certify that this Is a trueand correctcopy of an action taken and entered on the minutes of the Board of Su (sore on the date shown.
