Accept the Transportation Systems Management (TSM) status report from the Director, Community Development Department. 2. Approve, in principle, the use of county vehicles for employees commute pools for a reasonable charge. 3. Request the General Services. Department to develop a county vehicles employees commute pool program in cooperation with the Community Development Department. 4. Authorize the Director of Community Development Department to make a study of parking problems in the Martinez Civic Area and resolve the parking issues jointly with the City of Martinez. FINANCIAL IMPACT None at this time. REASONS FOR RECOMMENDATION/BACKGROUND The Board of Supervisors adopted a policy to promote a Transportation Systems Management (TSM) program with a view to (a) minimize the parking demand around the County offices, (b) maximize the use of the existing transportation infrastructure b accommodating increasing number of person trips without increasing vehicle trips, and (c� reduce the peak traffic volumes by spreading the peak over longer periods. In '1985, a survey of county employees was made with a view to identify potential for (a) carpooling, (b) reducing the peak traffic; (c) use of transportation modes other than motor-vehicle, and (c) use of public transit. Only 20 percent of the survey forms distributed were returned. Analysis of the returned forms indicated encouraging potential for employees carpools. As a result of the information provided by the survey, several carpools have been developed and new employees are being continuously helped to form carpools. In 1980, as an incentive, a 61-space parking lot was reserved for carpoolers close to the County Administration Building in Martinez . The use of this parking lot has been steadily increasing. As of today, 80 carpooler parking permits have been issued. These permits are renewable each year in March. Parking permits do not resera or assure parking spaces. Parking spaces are available on a "first come, first serve" b sis. OL-,� City of Martinez BSI WPIrty ri rev In addition, the results of a County Administrator Office survey to reduce peak traffic by allowing the use of flex hours were reported to the Board of Supervisors on May 19, 1986. A major effort to develop and implement a TSM program was initiated in June, 1986. The work program now includes but is not limited to: Identification of all county employees work locations and their respective residential areas by postal zip codes; Evaluation of parking problems and solutions including consideration of a local shuttle; Intensive marketing efforts to promote TSM; Periodic evaluation of success and modification of marketing strategies whenever necessary; Use of official vans/cars for the county employees commute pools on a reasonable charge; Development of a plan to consider the effectiveness of office flex hours, staggered hours and 4-10 and 90-30 work weeks; Development of a plan with the school districts and community colleges for staggered hours for classes; Drawing upon the available assistance from RIDES., MTC and other organizations; Coordination of 'TSM efforts with the cities; Identification of critical missing links in bike paths and pedestrian paths and to seek to provide funds for construction. Providing park-n-lock facilities for bicycles; Encouraging transit use by facilitating transit service to fit the county employees needs; and Developing land use policies that tend to minimize thq commute trip length and dependency on private cars on an individual basis. Work on identification of all county employee office locations and their respective residen- tial areas by postal zip codes is already in progress. This data base is expected to be ready by the end of September 1986 and will serve as a guide for all other efforts to promote TSM. Meetings of employees with common office locations and residential areas will be organized to develop commute pools and solicit innovative ideas. During these meetings survey forms will be completed by the employees. The survey rate of return is expected to be 95 percent as compared to 20 percent in 1985. Some public agencies, including Caltrans, have allowed the use of official vehicles for commute pools for a reasonable charge. This program has successfully worked for more than ten years in the Caltrans office in San Francisco. As indicated above, the possibility. of using County vehicles for employee-commute-pools is also being studied. Liability issues and the legal steps necessary to implement County vehicle commute pools are being examined by the Department of Employees Benefit and Risk Management, and the County Counsel. At this stage, approval of the Board is sought, in principle, to allow the use of county vehicles for commute pools. TSK:dsp(7.14.86) r.BoaTSMstaus.t7
