SUBJECT: General Plan Amendment Request by Perma-Bilt Homes
SPECIFIC REQUEST(S) OR RECO Ml1ENDATION(.S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION
Authorize a General Plan review, as requested by Perma-Bilt Homes, for a 6.26
acre parcel located on the south side of La Casa Via and approximately 700 feet
southeast of Montego Drive in the Walnut Creek area.
By authorizing the review, staff will proceed by preparing a report which will
be scheduled for public hearing before the County Planning Commission.
Following this, the-Commission will forward its recommendation to the Board for
public hearing and a final determination.
BACKGROUND
Mr. Richard Sestero of Perma-gilt Homes (1660 Olympic Boulevard, Suite 320,
Walnut Creek) has requested a General Plan Amendment to change the designation
of the property from" Single Family Residential-Very Low Density" to Multiple
Family Residential-High Density" (22 to 29 units per net acre) . The applicant
proposes to construct a senior citizen apartment project on the site.
The property is a vacant lot adjacent to a Baptist church on the northeast (in
the City of Walnut Creek) and other large rural lots to the southwest along La
Casa Via (in the County) . Across La Casa Via are vacant parcels within an
approved subdivision (in the City) . Next to the unbuilt single family lots to
the northwest are offices associated with the John Muir Hospital complex.
The site is essentially the first rural property on La Casa Via beyond the
church and medical offices. The street deteriorates into an asphalt gravel
roadway beyond the site. The hills at the end of La Casa Via marks the
beginning of the Shell Ridge Open Space area.
Adopted policies by the City -of Walnut Creek seeks to maintain the rural
character of the unincorporated area which includes the parcel . Walnut Creek's
General Plan calls for the formulation of specific plans for areas adjacent to
major open space areas, including Shell Ridge. In July 1978, the City adopted
Specific Plan No. 6, which covered most of the unincorporated area along both

of two units per acre can be granted subject to the City's discretion, if
development proposals include open space on hillsides and ridges and provide
off-site improvements. Both the City's Specific Plan and the County's General
Plan for this. area complement each other.
There are a range of controversial issues associated with this project which are
best addressed in an Environmental Impact Report. These issues include traffic,
impacts upon views and open space areas, the provision of urban services, and
growth inducing impacts. If a General Plan Amendment study is authorized, staff
can review these issues in depth; if the study is denied, the status quo is
maintained. The Board should determine if it wishes to authorize a General Plan
study for a project which varies significantly from adopted City and County
plans. Staff feels such a study is warranted as long as it is understood that
an EIR will be required to analyze the aforementioned issues.
