SUBJECT: APPROVAL OF CONTRACT BETWEEN THE SUPERIOR COURT AND THE
RIGHT DIRECTION, INC.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize Judge Richard Patsey to execute a contract and any extensions and amendments-
thereto, between the Superior Court and Right Direction, Inc. , with a payment limit not to
exceed $20,703 (State Funds) for implementation of the Right Direction delinquency
prevention project for the period July 15, 1986 to January 31, 1987 (no County dollars).

REASONS FOR RECOMMENDATION/BACKGROUND:
On December 18, 1984, your Board adopted the Juvenile Corrections Master Plan as
recommended by both the Criminal Justice Agency Board and the Juvenile Justice and
Delinquency Prevention Commissions. , One of the needs identified in development of the
Plan was additional resources for the Juvenile Court and other juvenile justice
practitioners for referral of juveniles with special problems. To address .this need, a
priority recommendation in the Master Plan was the implementation of a non-profit.program
whose function is .to obtain volunteer medical, dental, psychiatric, counseling, diagnostic
evaluations and remedial services for delinquent and "at risk" youth. After assessment of
a referred youth, project staff would link the youth with a volunteer professional
individual(s), agency(ies) who can help resolve the problems that contribute to the
delinquency.
Criminal Justice Agency staff, members of the Juvenile Justice and Delinquency Prevention
Commissions and Judge Richard Patsey of the Superior Court developed an application for a
project--The Right Direction. As approved by your Board on May 28, 1985, the application
was submitted for funding to the California Youth Authority.. Funding was approved -for one
year. A project Executive Director, Judi Parent, was hired February 1, 1986.
Currently, the project is sponsored by the Superior Court and administered through
contract by. the- Criminal Justice Agency. The Probation Department is also providing
critical assistance to help the project in its first year. The intent of the- project has
been to develop into a private non-profit corporation to quality for private foundation
support.
The recommended action is consistent with that intent, as it recognizes the Right
Direction, Inc. as an independent entity which will provide service through contract with
the Superior Court.
