REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to .partially finance three-year demonstration Primary Prevention Projects. A joint proposal .by County Mental Health and interested school districts is required to secure funding. County Mental Health is also required to provide ongoing clinical consultation and training to grant recipients. For a relatively small in-kind investment,. the County has the opportunity to initiate and test out a new, proven, cost-effective prevention/early intervention program. On April 29, 1986, the Board authorized submission of a funding application to the State Department of Mental Health to establish a Primary Prevention Program at Bollinger Canyon Elementary School as a joint project with the San Ramon Valley Unified School District. Standard Agreement 429-446-1 is the result of that funding application. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) . The Board Chairman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Mental Health. The Board Chairman must also sign the required .State forms entitled "Statement of Compliance" and "Small Business Identification Questionnaire" which are also to be returned to the Contracts and Grants Unit for submission to the State.
