HomeMy WebLinkAboutMINUTES - 09101985 - X.24 X a� To: BOARD OF SUPERVISORS FROM: Supervisor Tom Torlakson Contra Costa DATE: September 10, 1985 County SUBJECT: REVIEW OF COMMUNITY SERVICES SYSTEM 1 SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATIO14 BACKGROUND INFORMATION: I met recently with the Pittsburg Area Council to discuss the future of the Community Services Administration system and to discuss the issues related to future funding. Certain key questions need==; to be answered, such as: Is there a more streamlined and efficient way of con- tinuing the public "grassroots" input process that is built into the CSA system? I believe we should conserve as much money as possible in the administrative process and divert these monies instead for direct services to the people. A survey could be conducted after meetings to discuss the issues with the various delegate agencies, area councils and the EOC itself for a response to such questions as : Would you rather see CSA money diverted from the elaborate meeting .process to direct services through a) the elimination of area councils; (b) the elimin- ation of the EOC; or (c) some kind of melting together of the EOC and' area councils into a body half the size of the current EOC which would rotate its meetings to various areas of the county during the year and devote part of the meeting to area input to be chaired by an area representative for that particular region. Ida Berk, as department head, should be directed to design such a survey and to bring this issue to the September 21, 1985, meeting wherein delegate agencies, area councils and EOC are to convene together in a Saturday workshop. We should ask that the EOC and Ida Berk report back in four months (January) to the Board of Supervisors and bring to bur agenda some conclusion on the survey and evaluation process regarding the public input/committee structure currently existing and alternatives for the future. This report should include answers to the following important questions: (a) how is the CSA public input/committee process currently structured? (b) how much money can be saved by streamlining and reducing the meeting/committee process? (c) what mandatory guidelines must be dealt with? (d) how can the county go about receiving waivers or amending the law to reduce these mandatory guidelines to achieve the kind of flexibility necessary to design an effective but less elaborate committee input process? RECOMMENDED ACTION: Refer to the County Administrator and the Director the Community Services Department to review the CSA system, conduct a survey and report to the Board of Supervisors in a future workshop as described above and under the timeframe outlined above.
