Adopted this Order on September 10, 1985 , by the following vote:
AYES: Supervisors Powers , McPeak , Torlakson, and Fanden
NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None
SUBJECT: Report on Public Forum on Homeless Mentally Disabled
Mark Finucane , Health Services Director , presented a
report dated August 29 , 1985 advising that the County will receive
an additional allocation of $507,547 to provide crisis and emergency
housing for the severely emotionally disturbed homeless and of a
public forum on a program to help the homeless mentally disabled
being conducted by the Health Services Department .
Board members expressed appreciation to Mr . Finucane and
his staff for their work in developing the program for these
disadvantaged residents .
Therefore , IT IS BY THE BOARD ORDERED , that the Chairwoman
is AUTHORIZED to send letters expressing appreciation to Mark
Finucane and Stuart McCullough for their efforts in seeking an addi-
tional allocation of $507 ,547 to provide crisis and emergency
housing for the homeless mentally disturbed .
IT IS FURTHER ORDERED that receipt of the report of the
Health Services Director is ACKNOWLEDGED . .

In addition to the 85/86 Short-Doyle augmentation of $1,094,552, Contra Costa
County will also receive an additional allocation of $507,547 to provide crisis
and emergency housing for the severely emotionally disturbed homeless. These
funds will be categorical and the State will soon be forwarding guidelines
explaining what are allowable costs. The distribution formula will be a
modified RFP process in which each county will forward a program design to the
State Department of Mental Health. We have been told that one requirement will
! be to demonstrate that the local mental health department has cooperated with
other community groups in addressing this problem.
In July, the A/DA/MH Division formed a Task Force on the Homeless Mentally
Disabled comprised of mental health providers, contractors, consumer represen-
tatives and parents groups. It is the intent of this Task Force to hold a
public forum on September 18 to review the plan we are developing. The purpose
of the forum is to present a basic plan for providing emergency shelter for the
homeless mentally ill to a broad cross-section of interested parties. Where
possible, we intend to incorporate their ideas into the final planning document
for submission to you and to the State Department of Mental Health. We will
forward you an invitation in the event you, or a member of your staff, wish to
attend.

A HEARING on the Mentally Disabled Homeless is to be held
Wednesday, September 18, 1985, from 9:00 a.m. to 1 :00 p.m.

The Alcohol/Drug Abuse/Mental Health Division of Contra Costa County and members
of the Homeless Mentally Disabled Task Force invite you to attend and present your
views on the needs of the homeless mentally disabled in Contra Costa County. The
Division and the Task Force are developing plans for temporary housing and other
services for mentally disabled homeless.
This hearing is to receive your testimony. Please be prepared to speak on any or
all of the following:
1) The nature and extent of the problem
2) The existing resources: number of people served/kind of services.
3) Gaps in services.
4) How to reach those who fall through the gaps.
5) Identification of needed resources.
At the hearing each person wishing to speak will fill out and submit a card.
People will speak in the order of receiving their card. In the event there are
significant numbers of speakers, each speaker will be limited to five minutes or
less. Speakers are encouraged to submit written testimony.
