AYES: Supervisors Powers, McPeak, Torlakson and Fanden NOES: None ABSENT: Supervisor Schroder ABSTAIN: None- SUBJECT: Appeal from San Ramon Valley Planning Commission denial of appeal on Condition 11(a) imposed by the Zoning Administrator in approving application for minor subdivision MS 70-84. The Board on June 25 , 1985 continued to this date and time its hearing on the appeal of N. H. Anderson and E. H. Overholtzer (applicants and owners) from the decision of the San Ramon Valley Area Planning Commission denying their appeal on Condition 11(a) of the conditions imposed by the Zoning Administrator in approving their application for a minor subdivision dividing a 2.30 acre par- cel into three lots (MS 70-84 ) , said property being located on the easterly side of Ersilia Trail, approximately 800 feet north of Bunce Meadow Drive in the Alamo area; and Harvey Bragdon, Assistant Director of Community Development, described the project and advised that a Negative Declaration of Environmental Significance had been posted, and advised that the appellant is requesting waiver of drainage require- ments (collect and convey) as imposed on MS 70-84 in Condition lla and that the San Ramon Valley Area Planning Commission had decided that any waiver of the collect and convey requirements must be determined at the Board of Supervisors level, and therefore the the Commission denied the appeal. Stephen Anderson, 2845 Miranda Avenue, Alamo advised that he was representing the neighbors and adjacent property owners and commented on the continuing drainage problems in the area that recur with the winter rains and urged the Board to continue to enforce its current drainage requirements and work to solve the drainage problems prior to or in conjunction with the proposed minor sub- division. . Chairman Fanden noted that the minor subdivision is in Supervisorial District III and suggested continuing the hearing until Supervisor Schroder is present. Supervisor Powers commented that he would like to have a list of all the options there are to take care of drainage for the subject area, including the impact the Bogue Ranch may have.
