Remove as a referral to our Committee and, instead, refer to the County Administrator to incorporate in the study currently underway on the fire districts ' five-year plans, the County Administrator' s Report of January 31 , 1984 on fire service workshop. 2 . Remove as a referral to our Committee and, instead, refer to the County Administrator to incorporate in the study currently underway on the fire districts ' five-year plans, the Planning Department' s status report of February 17 , 1984 f on implementation of the Fire Protection Plan component of the County General Plan. 3 . Remove as a referral to our Committee the letter from the Bethel Island Fire Department on fees. A vehicle is in place to implement administrative fees. A hearing is being held September 10 on plan-checking fees. Recommendations are being made to the Board on the desirability of a General Plan amendment and ordinance to implement a development fee to mitigate the impact of developments on fire facilities. 4 . Request the Fire Chiefs ' Association to meet with the Director of Community Development and Public Works Director regarding fire district input to conditions on approval of development applications and report to our Committee on October 28 , 1985 . This report should include the specific referral of a resolution from the Moraga Fire District expressing their concern regarding road width variances which have been granted and the concerns expressed to the Board by Supervisor Torlakson December 18 , 1984 on behalf of the fire districts in East County that their recommendations I for conditions are not being given sufficient weight. The Building Industry Association is to be invited to attend these meetings. Reiterate the previous order of the Board that the County Administrator' s Office schedule quarterly meetings of the Board of Supervisors with the Fire District Commissioners and Fire Chiefs and work with the Fire Chiefs ' . Association to develop agendas for these meetings, using initially the items referenced in the report of the County Administrator' s Office to our Committee dated August 26, 1985 on the subject: Committee Review of Fire District Issues and remove as a referral to our Committee the March 5, 1985 referral referenced by the Clerk of the Board as: "Review Feasibility of Board of Commissioners of Fire Protection Districts relative to Special District Augmentation Funds; also, review implications relative to acquiring revenue to fund required fire facilities" since this matter will be covered in the current study of the fire districts ' five-year plans. 6 . Leave on referral to our Committee the June 25, 1985 item regarding Fire Protection Districts ' Five-Year Plan review and request the County Administrator and Mr. Robert Nyman to report to our Committee approximately monthly on progress made in the study of these plans. 7 . Direct the County Administrator' s Office to meet with the Fire Chiefs to work through the issue of whether fire districts will be allowed to keep any additional revenue they generate, particularly in terms of development fees and plan-checking fees from cities and how cities can be given some assurance that if a city raises revenue for a particular item, such as a fire station or piece of equipment, that the County will not provide a similar item to a fire district for another city when that city has not raised revenue to provide the item. (In other words, will a fire district whose cities provide such revenue be penalized by reducing the allocation of Special District Augmentation Funds to that district and giving those funds to a district whose cities have not provided such revenue?) BACKGROUND: Our Committee has had on referral a number of issues relating to the fire service. On August 26, 1985, and again on September 9, we reviewed many of these issues and have prepared the above recommendations which are designed to remove referrals from our Committee and to ensure that appropriate County staff are continuing to resolve the numerous issues confronting the fire districts and the Board of Supervisors. Mr. Robert Nyman, the consultant working with the County Administrator and the Fire Districts, reported to our Committee that he has begun work with the Riverview Fire Protection District and will be starting work with the Consolidated Fire District. It is already apparent to Mr. Nyman that the needs and problems of the fire districts vary considerably from district to district and, therefore, his recommendations and the methods which will have to be used to resolve each district' s problems must be individually tailored to the situation confronting that district. Our Committee believes that substantial progress has been made in addressing fire service issues and that the above referrals and recommendations will further that progress. • Ilk 1.
