Endorse the wellness program being undertaken by the Personnel and Health Services Departments and encourage all employees to take part in the health assessment program. 2. Remove this item as a referral to our Committee. BACKGROUND: On March 12, 1985, the Board of Supervisors referred to our Committee a request from Supervisor Torlakson that the County Administrator and Health Services Director obtain a copy of the County physical fitness program in use in Glenn County and consider its implementation in Contra Costa County. On September 9 , 1985, our Committee received a report from Dr. Wendel Brunner, Public Health Director, and Harry Cisterman, County Personnel Director. The program implemented in Glenn County is an ambitious and expensive one which is based on individualized counseling with employees in the Sheriff ' s Department based on a risk assessment. The program is focused on the Sheriff ' s Department and other elected and appointed department heads, but does not touch all employees. The program requires the equivalent of some five full-time employees. The value of the program is evaluated on reductions in sick leave usage, workers compensation premiums, and disability retirements. A similarly staff-intensive program in this County would cost perhaps $1,000,000 per year. In this County, by contrast, the emphasis is on providing all employees with an assessment of their current health status and what steps can be taken to improve one' s health by changes in lifestyle, nutrition, and other personal habits. Our concern, and that of the Health Services and Personnel departments, is primarily with trying to educate our employees on how they can improve their overall health by changing their own personal habits. While we hope to see reductions in sick leave usage, workers compensation costs and disability retirements, our interest in this program stems from our concern with the overall health of our employee population. However, rather than using paid County employees to do one-to-one counseling, we are going to rely on interns from nearby universities and nonprofit community organizations, like the Cancer Society, Heart Association, and Lung Association. As a result, we expect this County' s program to cost about $2 . 00 per employee per month, or about $120,000 per year. The program is funded for the 1985-1986 fiscal year out of the Workers Compensation budget. our Committee believes strongly that the program outlined for us by Dr. Brunner and Mr. Cisterman, if provided appropriate leadership by the Board of Supervisors and Department Heads, will provide a meaningful and inexpensive opportunity for employees to learn more about the status of their health and what steps they can each take to improve their own health.
